Job Title: Solution Architect (Pension Systems or Retirement Systems experience preferred)

Job Summary

We are seeking an experienced and expert-level Solution Architect to lead system enhancement efforts. The consultant will collaborate with the state’s technical and program teams to drive analysis, architecture, design, and development of complex enterprise application functionalities. This role demands deep expertise in Java development, solution architecture, and enterprise system integration within structured environments that adhere to IT policies and standards.

Key Responsibilities

Analysis and Design

Lead and contribute to the analysis and enhancement of enterprise systems and sub-systems.

Actively participate in Joint Application Requirements (JAR) and Joint Application Development (JAD) sessions.

Provide expert input into business requirements documents, system design artifacts, and requirements traceability matrices.

Solution Architecture, Development, and Test Support

Perform in-depth triage and root cause analysis of technical issues within the MCP platform.

Design and propose alternative technical solutions.

Lead code development, code walkthroughs, and reviews.

Support system quality by executing tests and assisting with UAT.

Collaborate across IT units and stakeholders to analyze and resolve system defects.

Create and maintain detailed technical documentation.

Knowledge Transfer

Provide knowledge transfer for enhancements, database changes, and issue resolution.

Deliver KT through documentation, code commenting, cross-training, and shadowing.

Participate in scheduled KT meetings.

Document lessons learned and SOPs.

Minimum Qualifications & Preferred Experience

Minimum of twenty (20) years of experience performing architecture quality assurance, enterprise application integration, shared services architectures, component architectures, and enterprise technology architectures. At least ten (10) years must be at a high level both technically and in measure of responsibility.

Minimum of twenty (20) years of experience working as a solution architect, providing solutions aligned with enterprise architecture and business processes.

Minimum of fifteen (15) years of experience reviewing and recommending web application and JavaScript frameworks based on defined criteria.

Minimum of twenty (20) years of experience developing, maintaining, and enhancing programs using Java (J2EE), JSP/Servlets, JavaScript, JDBC, and Oracle WebLogic.

Minimum of twenty (20) years of experience with Oracle database, PL/SQL, and SQL.

Minimum of ten (10) years of experience incorporating new technologies into enterprise IT systems.

Minimum of five (5) years (within the last 10 years) experience with tools including JIRA, Bitbucket, ServiceNow, SharePoint, and Confluence.

Experience implementing and maintaining cloud database environments in AWS and/or Azure, including performance troubleshooting.

(Preferred) Experience working with public pension systems or Governmental Retirement Benefits and Health Programs functions like CalPERS within the last five (5) years.
