This position develops and manages proposals for engineering projects ensuring they align with the customer needs for both recurring and new business development opportunities. Coordinating with clients and internal departments, incoming proposals are reviewed for viability along with execution to ensure deadlines and expectations are met in response to Requests for Proposals (RFPs). This position requires exceptional analytical, communication and organizational skills and may include cost estimation and technical documentation.

Essential Functions:

Compile technical proposals including compliance matrices, exceptions, and non-recurring cost in response to customer specifications and statements of work.

Identify internal cost and resources required for successful implementation on new programs sustaining profitable financial growth to the company.

Ability to identify potential risks related to customer requirements, product design and testing, production, and scheduling.

Manage internal inputs from Contracts, Quality, Engineering, Purchasing and Operations to effectively respond to highly advanced and comprehensive proposals.

Ability to extract historical data using various tools to perform an analysis and construct a cost basis for both labor and material. Budget construction of costs and pricing for RFQ’s.

Build strong customer relations through continuous follow ups and timely responses to their RFQ's.

Assist in the accurate maintenance of the company’s CRM system ensuring conformity to company’s ERP system.

Provide accurate feedback to Proposal Manager required for forecasting booking and revenue.

Contribute to the preparation of Sales performance reports.

Adhere to the departments ISO documentation control, processes and policies.

Review and Approve budgets establishing consistent product pricing.

Complete all required trainings including but not limited to Security Awareness, Controlled Unclassified Information (CUI), S.H.E. (Safety, Health, and Environmental), Ethics, Anti-Slavery and Human Trafficking, Quality and all performance/product related trainings.

Required/Preferred Knowledge and Skills:

Exceptional analytical, communication and organization skills.

Ability to multi-task, prioritize, and self-govern daily activities.

Ability to collaborate effectively with cross functional teams.

Advanced knowledge of mechanical and electrical principles.

Ability to identify and resolve issues that may arise during the proposal process.

Manufacturing Engineer or Proposal Engineer with at least 8 years experience preferred.

Experience in design software.

Capable of interpolating previous material cost and labor history applicable to the current RFQ. This is an absolute must.

High-level understanding of engineering drawings, wiring schematics, and Bill of Materials.

Bachelor’s Degree preferred.

Relevant electrical/mechanical engineering experience required.

ERP system experience to extract the necessary information related to all essential functions (Sales Orders, Purchase Orders, Job Completion Date, Backlogs, Returns).

High degree of proficiency in computer office programs (Excel, Word, Power Point, Project, Outlook, IE, and One Note).

Understand ISO, AS 9100, quality clauses, NDAs, and PIAs.

CRM systems knowledge.

Complete understanding of ITAR and EAR regulations.

Sales and manufacturing background.

Supervisory Responsibility

This position does not have supervisory responsibilities.
