The NC Wildlife Resources Commission Mission Statement is to conserve North Carolina’s wildlife resources and their habitats and provide programs and opportunities that allow hunters, anglers, boaters and other outdoor enthusiasts to enjoy wildlife-associated recreation. The Commission is the regulatory agency responsible for the enforcement of N.C. fishing, hunting, trapping and boating laws. The NCWRC employs 700 full-time staff across the state, including wildlife and fisheries biologists and technicians, wildlife law enforcement officers, wildlife educators, communication specialists, customer service, information technology, and administrative professionals.
The Human Resources Office is responsible for providing a full range of Human Resources services to the management and employees of the Wildlife Resources Commission. This includes elements such as Benefits, Employee Relations, EEO, Position Management, Salary Administration, Human Resources Policies, Staff Development, Recruitment, and Worker's Compensation.
The North Carolina Wildlife Resources Commission is accepting applications for an Agency HR Supervisor (Classification, Compensation & Recruitment Manager) for our Human Resources Division. This is a TIME-LIMITED position, with an approximate timeframe of May 2025 to April 2035. The primary responsibility of this position is to supervise and manage the HR Team (Two HR Technician IIIs and an Agency HR Consultant II) that provides Position Management, Organizational Management, Salary Administration, Talent Acquisition and Onboarding for the Wildlife Resources Commission.
The Classification, Compensation & Recruitment Manager also:
Serves collaboratively with the WRC Leadership and the HR Team to coordinate initiatives and implement SOPs to improve efficiency in the areas of classification, talent acquisition, salary administration and onboarding.
Supervises, reviews, and approves classification, salary administration and recruitment requests and actions.
Provides consultation and facilitates solutions regarding organizational design, career progression and compensation strategy to WRC staff and management.
The schedule associated with this position is Monday-Friday, 8:00am – 5:00pm (40 hours/week). This position also allows for a 1-day per week telework schedule. This position has statewide responsibilities and may require occasional travel throughout the state. This position will be based out of our Wildlife Resources Commission Headquarters in Raleigh, NC (Wake County).
Knowledge, Skills and Abilities / Competencies

Qualified applicants must document on the application that they possess all of the following:
Experience with the interpretation and application of federal and state laws, policies, and practices regarding employment and Human Resources Management;
Technical Proficiency in multiple State of NC-HR systems (to include the Integrated HR Payroll System, NEOGOV and PeopleAdmin;
Experience auditing, reporting and completing actions in the Integrated HR Payroll System (to include BOBJ, LMS/NCVIP, NC Org Charts and SAP/GUI);
Ability to establish and maintain effective working relationships.
Management Preferences:
Experience in the management of human resources functions (including planning, organizing, staffing, and directing);
Experience with a variety of human capital management systems.
Minimum Education and Experience Requirements

Bachelor’s degree, typically in Human Resources or relevant field from an appropriately accredited institution and 3 years of experience;
OR
Associate’s degree, typically in Human Resources or relevant field from an appropriately accredited institution and 5 years of experience;
OR
High school or General Educational Development (GED) diploma and 6 years of progressive experience in Human Resources;
OR
an equivalent combination or education and experience.
