The Assistant Dean for Finance and Administration serves as the College of Public Health’s finance and business officer, reports to the Dean, and plays a critical role as a member of the senior leadership team. This position is a highly visible and high impact position that provides strategic and operational leadership in key areas, including financial planning, budgeting and analysis, accounting, risk management, asset management, facilities management, and collaboration and alignment with human resources. The position is responsible for the oversight and maintenance of an established financial and operational processing environment to ensure adherence to established internal control structures with support of 135 faculty/staff and 170 graduate and student employees. The Assistant Dean will work collaboratively with a dynamic team of professionals who serve more than 850 students to advance mission-aligned strategic priorities and ensure the College's financial health and operational excellence. The successful candidate will contribute to an energetic, forward-thinking leadership team dedicated to financial strength and sustainability.
The Assistant Dean serves as an advisor to the Dean and college leaders. The position is responsible for resolving issues on behalf of senior leadership. The position is also responsible for anticipating opportunities and threats, prioritizing initiatives, and assuring adherence to established internal control structures. The Assistant Dean supervises directly or indirectly the college business office and operational and support staff. Some of the duties of the Assistant Dean are: development of a centralized budget that is clearly aligned to the priorities of the college and university, assurance that the college is effectively connected to other university units, appropriate segregation of duties in the processing of all financial and payroll transactions, appropriate mandatory approvals and reconciliations; development, monitoring, and evaluation of divisions and faculty incentive plans with an emphasis on both revenue generation and the educational and scholarly profile of the college, administering the fiscal and administrative operations of the College in collaboration with various university-level partners such as: the Offices of Business and Finance, Human Resources, Legal Affairs, Academic Affairs, and Sponsored Programs, and the Civil Rights Compliance Office among others. The Assistant Dean represents the College to the Council on Education for Public Health and the Association of Schools and Programs of Public Health, and serves as the Data Liaison to those organizations. This position serves as a voting member of the College of Public Health’s Executive Committee.
The Assistant Dean develops and implements college standards of procedure related to fiscal, payroll, and risk management; prepares forecasts and projections of revenue and expense, business plans, and financial analyses; and provides counsel and advice on university-wide policies and procedures and college-level standards of procedure. The Assistant Dean has strategic responsibility for the use of space and direction of college facilities usage. The position provides counsel to the Dean in the areas of strategic planning and financial management, reviews and analyzes existing systems and college functions, and implements changes for improvements.
REQUIRED QUALIFICATIONS:
Bachelor’s degree in Accounting, Finance, Business or related field.
10-years of combined experience in finance, operations and/or higher education administration.
Demonstrated abilities in university budget and fiscal management.
Ability to work cooperatively and strategically across functions, levels and departments.
Strong written and oral communication skills with the proven ability to problem-solve and effectively operate with experience in a senior administrative role.
Excellent interpersonal skills with the ability to interact with internal and external constituents.
PREFERRED QUALIFICATIONS:
Extensive experience in an administrative and managerial capacity as a senior fiscal officer in a university setting
Experience providing oversight of building renovations projects, strategic decision making, contract negotiations and finance.
MBA/MHA and/or CPA strongly desired.
Pay Range: 145k- 180k
Salary offer will be determined from candidate education and experience, and internal equity.

KEY PRIORITIES:
Develop, in partnership with the Dean, a strategic financial vision that supports the college's vision and strategic plan. Operating under the College of Public Health’s strategic plan, the Assistant Dean will partner with the Dean and college leadership to achieve key objectives impacting students, faculty, staff, and community partners. This position will play a leadership role in the revenue generation strategy and strategic allocation of resources to achieve these goals. The successful candidate will be skilled in the use of benchmarks to assess progress, assessment of existing and potential initiatives, and reallocation of resources in response to changing trends.
Oversee successful execution of financial operations, including developing and implementing operating and capital budgets and ensure timely and accurate reporting. The Assistant Dean will provide leadership to the finance area and will oversee risk management and facilities management, and will collaborate with human resources while managing budgetary and audit compliance initiatives. The successful candidate will be prepared to play a leadership role in managing debt and assets.
Work with the senior team and the Dean to cultivate an environment of strategic financial stewardship. While the Assistant Dean provides leadership for financial management, financial health is a shared responsibility requiring stewardship across the college. The successful candidate will be a valued colleague to other leaders and a trusted advisor to the Dean and the Associate Deans and Division Chairs, particularly in matters of financial management. In addition, this leader will communicate clearly and transparently to college constituents about the financial health of the college and will appropriately engage stakeholder groups (such as faculty and staff) and Centers of Excellence partners to inform decision-making.
Partner with college leadership to achieve delivery of administrative customer service excellence. The Assistant Dean will be responsible for leading teams that deliver administrative services to the college both underneath their span of control and cross-matrixed. In partnership with senior leaders and the Dean the successful candidate will ensure delivery of services that meets the expectations of the college’s shared mission.
