The ADAMH Board of Franklin County provides a pathway to recovery for Franklin County residents needing resources for addiction and mental health. We need you to join our team and help support the work that brings Help, Healing, Health and Hope to our community!

ADAMH Is currently searching for our next Senior Director of Information Technology. In this role, you will oversee all IT functions necessary for ADAMH to support each internal department's needs with respect to hardware, software, and any other IT related functions.

What you'll do:

Plans, organizes, assigns, directs, and evaluates the work of the IT team.

Consults with COO and other officials as needed to review division activities, provide recommendations, resolve problems, and receive advice/direction.

Analyzes and assesses current and proposed plans; oversees and manages the development, design, implementation, and maintenance of IT systems to ensure achievement of strategic long-range objectives and integrates specific project plans into overall team and ADAMH strategic plans.

In partnership with the Franklin County Data Center, leads the direction of the design, development, and maintenance of systems, programs, equipment, and software to meet ADAMH information needs.

Leverages the Franklin County Data Center's expertise in establishing IT standards, practices, and security measures to ensure effective and consistent information processing operations and to safeguard information resources.

Leads development of IT strategy, policy, and project plans for the ADAMH IT network, virtualization, storage, cloud, and related infrastructure assets, including support structures like physical space, cooling, and power in partnership with the Franklin County Data Center.

Directs the development and maintenance of IT systems architecture and in coordination with the Sr. Director of Data and Analytics, defines standards and protocols for data exchange, communications, software, and interconnection of the agency's information systems.

Develops and maintains IT policies and standards relating to the acquisition, implementation, and operation of information technology systems to ensure that information integrity, security, and privacy are maintained.

Assesses departmental IT equipment and/or service requirements; and makes recommendations to purchase/lease equipment and/or contract for services.

Directs the development and preparation of the ADAMH IT budget for inclusion into the overall ADAMH budget; provides advice and guidance to other departments on the development of their IT-related budget requests.

Directs the preparation of periodic and special reports, makes presentations to the Board of Trustees related to relevant updates and other IT activities as necessary.

Oversees the work of contracted IT services; monitors vendor performance related to these services including system development, implementation, and maintenance.

In collaboration with the Training and Development Manager, plans, directs, and supervises the development and delivery of training programs for management and technical personnel on the use and maintenance of automated systems and equipment.

Advises senior staff of existing and emerging IT issues and trends and their implications for current and proposed departmental information systems.

Represents the agency on committees and in meetings with Federal, State, and County officials and with other local governmental agencies.

Reviews and evaluates performance; provides leadership and coaching in achievement of individual and team goals. Develops and implements staff and career development plans that enhance employee skills.

Provides support outside normal operating hours as needed.

Some travel required. What we're looking for:

Education:

Bachelor's degree in information technology, Computer Science, Public Administration, Business Administration, or related field required.

Experience:

Minimum of five (5) years' work experience of progressively responsible experience managing the design, development, implementation, operation, and maintenance of large complex IT systems in public- or private-sector organization.

Minimum of three (3) years of team lead or supervisory experience.

Skills:

Strong knowledge of administrative principles, practices, and methods including goal setting, program and budget development and implementation.

Excellent leadership and techniques of effective supervision, work planning and organization.

Comprehensive knowledge of administrative practices including budget and fiscal controls, contracts and purchasing.

Excellent analytical and problem-solving skills in Enterprise IT technical areas, including the ability to work positively under pressure to solve high-priority problems and lead highly-visible incident resolutions.

Compares data, information, and input from a variety of sources to draw conclusions; takes action that is consistent with available facts, constraints, and probable consequences.

Excellent technical knowledge of contemporary industry best practices and procedures in IT infrastructure and security.

Knowledge of cyber security principles, best practices, and risks exposure related to agency-wide management information systems.

Knowledge of help desk and support services for an agency with a hybrid workforce.

Knowledge of management of computer services from on premise server resources located in a primary Data Center and integrated with cloud-based computer services from services providers.

Knowledge of managing security services in compliance with the National Institute of Standards and Technology (NIST).

Strong management of technology service providers with hybrid delivery models.

Ability to establish, evaluate and implement administrative/operational policies, practices and procedures.

Ability to meet with, explain, interpret, persuade and enlist the cooperation of others.
