Position Summary:
The Program Manager (PM) is responsible for the overall performance, compliance, and quality control of the RG Professional Services Support (RPSS)program. This role ensures the recruitment, training, and oversight of fully qualified personnel to provide Executive Assistant and administrative, marketing, event planning, information technology, information protection and security, and security services. The PM serves as the primary point of contact between the company and the government, ensuring seamless service delivery, personnel management, and contract execution.
Key Responsibilities:
Assign appropriate resources to each task.
Maintain clear organizational lines of authority.
Ensure effective task management and administration, following the requirements set forth in the Performance Work Statement (PWS).
Maintain the personnel, organization, and administrative control necessary to ensure that the work delivered meets the specification requirements.
Establish and use proven policies, processes, analyses, and best practices.
Management, control, and the performance of any subcontractor used in support of the contract/order. Use of a subcontractor on the contractor's team shall not relieve the prime contractor of responsibility or accountability in the execution of the order.
Bring problems or potential problems affecting performance to the attention of the Contracting Officer (CO) as soon as possible.
Notify the Contracting Officer Representative (COR), CO, and other identified Government representatives immediately of any projected, anticipated, or known delays that may impede contractor performance.
When requested, deliver written reports to the CO to memorialize all verbal reports.
Provide, in writing, the results of all meetings in which proposals are put forth that have the potential for affecting and/or changing contract agreements, requirements or conditions, and these shall be brought to the attention of the CO.
Qualifications & Requirements:
Must possess a Bachelor's Degree and a minimum of five (5) years' experience in AF technology transition/ commercialization via the SBIR STTR program.
Must possess transcendent understanding of all facets of the AF SBIR STTR CPR program operation including SBIR STTR program legislation, AF SBIR STTR enterprise roles, responsibility for each role, and supporting infrastructure and execution processes.
Must be intimately familiar with AF and DoD SBIR STTR related organizational structure.
Must have proven experience providing Intellectual leadership throughout the AF SBIR STTR enterprise for technology needs identification, technology maturation, and technology integration planning.
Must have proven experience in developing, documenting, and socializing AF SBIR STTR Program strategies and implementing operating process changes.
Must have demonstrated success in facilitating effective communication and collaboration across multiple geographically separated and functionally specialized activities throughout the AF SBIR STTR enterprise.
Must have demonstrated experience aligning infrastructure and personnel resources with strategic and tactical goals and objectives.
Must have experience establishing role-based training requirements and fostering development and delivery of training for various roles.
Must have an entrepreneurial spirit that can see and exploit novel approaches to achieving program goals and objectives.
Must have proven experience planning, coordinating, and participating in senior leadership (HAF, DoD) meetings, including program management reviews and emerging special-interest program developments.
Must be familiar with development and execution of marketing and communication strategies and tactics on a level.
