The Responsible Management Employee (RME) shall read, interpret, and decipher all construction documents (schedules, specifications, blueprints, schematics, diagrams, etc.), participate in design reviews, and ensure that all construction is performed in accordance with the construction documents. Construction managers shall review construction sites daily, document the reviews, and file the documentation. The qualified candidate will work with a team of government and contractor engineers, designers, and surveyors to ensure customer satisfaction and successful project completion. Ensures safety and quality of services provided.
ESSENTIAL JOB FUNCTIONS:
• Ensures that all construction is performed to the highest quality standards and in accordance with construction specifications.
• Read, interpret, and decipher all construction documents (schedules, specifications, blueprints, schematics, diagrams, etc.)
• Supervising Construction: The Responsible Managing Employee (RME) will be responsible for the direct supervision of construction work, ensuring that projects are completed efficiently and to a high standard. The RME will work with the Project Manager (PM) to ensure the quality and efficiency of the construction work.
• Managing Construction Activities: The RME is responsible for making both technical and administrative decisions related to construction projects. The RME will work with the PM to review and approve relevant technical and administrative decisions.
• Ensuring Compliance: Part of the RME's role is to ensure that the company complies with all applicable laws, regulations, and industry standards. This includes obtaining proper permits, maintaining safety standards, and ensuring timely payment to subcontractors. The RME will work with the PM to ensure compliance with all relevant requirements.
• Record Keeping and Reporting: Keeping accurate records of construction activities and ensuring proper documentation is a key part of the RME's role. As necessary, the RME will review records and documentation, and will work with the PM to ensure compliance with record-keeping and reporting requirements.
EDUCATION & EXPERIENCE:
Bachelor’s degree from an accredited college or university in any engineering construction technology or construction management discipline not required, preferred, with a minimum of five years of construction field experience.
LICENSE & CERTIFICIATIONS:
Must possess a valid contractor's license issued by the Guam Contractors License Board.
KNOWLEDGE AND SKILLS:
• Expert knowledge of building products, construction details and relevant rules, regulations and quality standards.
• Must be versed in International Building Code (IBC), National Fire Protection Association Fire Codes and National Electric Code (NEC), in addition to general construction practices.
• Strong attention to detail, facilitation, team building, collaboration, organization, and problem-solving skills.
