SUMMARY: Responsible for developing sources of supply, contacting suppliers, securing bids, and selecting/negotiating with approved vendors.
GENERAL RESPONSIBILITIES:
Purchase materials and services to meet operational needs for a worldwide fleet in the Crowley Government Services unit. Under general supervision, responsible for developing sources of supply, contacting suppliers, issuing RFXs, securing bids, selecting and negotiating with approved vendors, and placing and expediting purchase orders in response to service or material requirements typically established by internal customers or operational requirements.
Work closely with the engineering and/or operations team to submit solicitations and requests for quotation to suppliers based on a detailed technical specification. Research suppliers and negotiate government subcontracts for materials and services. Perform and document bid analysis and negotiations of price and terms, as necessary, negotiate contracts when necessary. Perform and document pricing analysis to ensures quotes are lowest cost technically acceptable (LPTA). Conduct best value analysis to ensure awarded bids meet both the technical and scoring factor criteria. Follow all Federal Acquisition Regulations for procurements of all government contract or task order requests.
Responsible for coordinating with Risk management to ensure insurance requirements are in compliance with Federal Contract guidelines.
EDUCATION: Bachelor’s degree in business/related field or a combination of post high school and equal experience may be substituted for education.
EXPERIENCE: 5 years customer service oriented experience. Experience in maritime related procurement and industry specific software such as NS5, Costpoint, and Shipserv is highly desirable.
TECHNICAL PROFICIENCY: Proficient in Microsoft Office products, including Excel, Outlook and Word.
COMPETENCIES: Familiarity with the Federal Acquisition Regulations and government contracts is preferred.

WORKING CONDITIONS: Normal office environment with little exposure to excessive noise, dust, temperature and the like. Extended use of a computer keyboard, viewing of a computer monitor and the ability to sit for long periods of time.
FLSA STATUS: The position is Exempt. May require the ability to work overtime to meet required deadlines. All work rules, including those that pertain to safety and health, are expected to be respected.
