JOB TITLE: Controller
DEPARTMENT: Accounting
REPORTING TO: COO
SUMMARY:
The Piasecki Aircraft Corporation Controller is responsible for managing all financial aspects of business reporting directly to the COO. They will support the development of the company’s financial strategy and planning including the preparation of management financial statements, review and analysis of the books and records, monitor contract performance, preparation of documentation in support of government contracts including bids and proposals, cost submissions, and manage development, submission and government approval of provisional and final indirect rates.
RESPONSIBILITIES:
Develop and maintain timely and accurate financial statements and reports that are appropriate for the users and in accordance with generally accepted accounting principles (GAAP)
Develop, implement, and ensure compliance with internal financial and accounting policies and procedures as well as with DoD’s Defense Contract Audit Agency Cost Accounting Standards
Oversee the preparation of all supporting information for the annual DCAA audit and liaise the external auditors as necessary
Review monthly cost and implement monthly variance reporting
Provide accurate and timely reporting (monthly) on the financial activity of individual projects to include outstanding obligations and report in dashboard format to Program Managers and Sr. Leadership.
Develop and maintain financial accounting systems for cash management, accounts payable, accounts receivable, credit control, and petty cash
Cost estimating and proposal development IAW FAR Part 15.
Financial analysis in support of technology transition planning and corporate development, including business modeling, net present value and financial engineering.
Develop and implement policies and procedures to ensure that personnel and financial information is secure and stored in compliance with current legislation
Manage the cash flow and prepare cash flow forecasts in accordance with policy
Prepare financial reports detailing statement of operations, balance sheet, sources of funds.
Establish guidelines for budget and forecast preparation, and prepare the annual budget in consultation with the President & CEO
Ensure complete and accurate supporting information for all financial transactions is maintained
Manage the acquisition of capital assets and ensure that assets are properly recorded, amortized, and disposed of as appropriate
Evaluate the need for new technology to meet the organization's financial data processing, control, and reporting requirements
Monitor risk management policies and procedures to ensure that program and organizational risks are minimized
Negotiate with Bank for lines of credit or other financial services as required and appropriate
Monitor all legislation relevant to the organization (employment standards, occupation health and safety, human rights, etc.) and all regulations on professional certification to ensure that the organization is compliant
Oversee the Accounting Department functions including: negotiation and management the employee insurance and benefits plans, reconciliation of bank and investment accounts, bookkeeping function including maintenance of the general ledger, accounts payable, accounts receivable and payroll; Payroll preparation and administration and ensure that employees are paid in a timely and accurate manner and the management of all leases, contracts and other financial commitments
KNOWLEDGE / SKILLS / ABILITIES:
Proficient in the use of MS Office and financial management software (e.g. Deltek/Costpoint)
CPA or other relevant qualification is a plus
Proven experience with DCAA/FAR Cost Principals
Proven experience as director of finance or similar role
In-depth knowledge of corporate finance and accounting principles, laws and best practices
Knowledge of Legislation on Employment Standards, Occupational Health and Safety, and Human Rights
Solid knowledge of financial analysis and forecasting
An analytical mind with a strategic ability
Excellent organizational and leadership skills
Outstanding communication and interpersonal abilities
EDUCATION / CERTIFICATIONS / CLEARANCES:
BS/BA in accounting, finance or relevant field; MSc/MA is a plus
