What you will do at Precinct One

The Budget Analyst will assist in the creation and monitoring of the Precinct One budget, evaluate and analyze budget-to-actual monthly reports, and track program/service metrics to ensure goals are met. This position will work collaboratively with the Precinct One Divisions to facilitate a culture of accountability and data-driven decisions in the department. The Budget Analyst is expected to have strong analytic abilities and critical thinking skills.

Essential Duties and Responsibilities

Prepare and assist with the annual budget for Precinct One and long-term financial plans, including revenue projections, expenditure planning, and financial forecasts.

Update and maintain database systems for budget tracking and management.

Monitor budget balances, review budget transfers, and report on budget performance for ongoing projects and contracts.

Research, collaborate, and respond to financial and budget inquiries from Precinct One Divisions.

Prepare various financial statements, schedules, charts, reports, and conduct detailed financial analysis to identify variances and investigate causes.

Prepare training materials and conduct training sessions for Division budget liaisons.

Participate in special projects and accounting projects, including cost-benefit analysis, program evaluation, and financial modeling for new and ongoing projects.

Requirements

What you will bring to Precinct One

Education:

Bachelor’s degree in Accounting, Finance, Business Management, or related field from an accredited college or universityExperience:

Three (3) years of experience in budget analysis, financial planning, or a related field

Knowledge, Skills, and Abilities:

Outstanding organizational and time management skills with proven ability to organize, prioritize and analyze multiple and shifting priorities, projects, and deadlines

Ability to work effectively, efficiently, and independently with minimal supervision

Proven ability to handle confidential and sensitive information with tact and discretion

Strong analytical, critical thinking, and problem-solving skills

Knowledge of relevant government accounting standards and best practices

Team player, flexible, adaptable, personable, and able to work well with others; takes direction, and fulfills responsibilities under stress or pressure

Strong computer skills, including PeopleSoft, Outlook, Microsoft Word, Excel, and PowerPoint

This job operates in a professional office environment. This role uses standard office equipment such as computers, phones, printers, and copiers.

This role is a standard office role which requires remaining stationary for long periods of time. At times files or boxes must be transported weighing up to 15lbs.

About Precinct One

There are four precincts in Harris County. The four elected commissioners, along with an elected county judge, serve as members of Harris County Commissioners Court, the administrative head of the county’s government. Commissioner Rodney Ellis represents the constituents of Precinct One.

With approximately 1.17 million residents, Harris County Precinct One is a diverse, urban precinct that covers 363 square miles. Precinct One’s multi-racial, multi-ethnic population is roughly 33 percent African American, 38 percent Latino, 21 percent Anglo, 6 percent Asian and 2 percent other or multiple races.

Precinct One stretches south to Brazoria County and reaches into eastern and northern sections of Harris County. The Precinct’s territory includes a large section of Downtown Houston, including the Downtown Harris County Courthouse Complex, Toyota Center, Minute Maid Park and the BBVA Compass Stadium. Other notable landmarks include the 263-acre NRG Park Complex and the renowned Texas Medical Center. The Precinct is also the higher educational home to Houston Community College, Rice University, Texas Southern University, the University of Houston and the University of St. Thomas. Precinct One manages more than 21 parks, 10 community centers, numerous hike-and-bike trails, three maintenance service centers and several area offices, all of which provide an array of services to Precinct One residents.
