DEVELOPMENT SERVICES DEPARTMENT

Under direction, the purpose of the position is to interpret and implement land use regulations, codes and ordinances for the planning and development of the City. Employees in this classification perform at journey professional level, and are responsible for conducting studies and collecting and analyzing data for application to the City's comprehensive plan. Objective is to preserve and enhance the City’s natural, historical and structural aesthetic land use and development through practical application of the City’s Comprehensive Plan, Land Development Code and all applicable established zoning and code regulations.

Examples of Duties

Provides customer service and assists the public in person, via email and phone with interpreting planning procedures, zoning and code compliance, regulations and ordinances.

Reviews a range of plans including engineering, site, development and building plans.

Reviews various types of building permits for zoning and code compliance; requests additional information as needed and approves permits.

Drafts reports, letters and presentations for supervisors, boards, commissions, civic groups and the general public on planning, zoning and growth management.

Evaluates land use, zoning and transportation planning proposals to ensure compliance with applicable laws, codes, ordinances, and related regulatory standards.

Coordinates and schedules Pre-Application Conferences and Development Meetings as needed. May be required to assist as staff representative on department boards as needed.

Evaluates environmental impact and related statistical data; recommends mitigation measures to reduce adverse impacts of development.

Participates in various development review and pre-development meetings to provide information and guidance for community development goals, objectives and initiatives.

Conducts field inspections to gather data as part of the development review process and to verify that development projects comply with approved plans.

Participates in preparation/administration of state/federal grants, inter-local agreements, land development regulations, and special studies as directed.

Compiles, maintains and updates planning data for analysis; analyzes planning data to identify trends/problems and determine appropriate actions.

Reviews, evaluates and approves/denies applications for development, land use, amendments, code changes. variances, zoning determinations, etc.

Assists code enforcement on zoning related violations and initiates actions necessary to correct deficiencies or violations of regulations.

Researches and provides explicit technical information of requirements involving planning, zoning, land use and development approval processes for both commercial and private property.

Performs general administrative duties relative to the work, including data analysis, data entry, records maintenance, drafts various documents, letters and reports.

ADDITIONAL POSITION FUNCTIONS

Performs related duties as directed when such duties are a logical and appropriate assignment to the position.

Minimum Qualifications

Bachelor's Degree in Urban Planning or closely related field; supplemented by two (2) years professional planning experience within a similar public organization or closely related experience.

Employee shall obtain the National Incident Management System ICS-100 Introduction to the Incident Command System and IS-700 National Incident Management System, An Introduction within six (6) months of employment. The following courses are designed to provide a baseline, as they introduce basic NIMS and ICS concepts and provide the foundation for higher-level Emergency Operations Center (EOC), MACS, and ICS related training.

Note: Applicants who apply for and exceed the minimum qualifications of the Planner position will be considered for the Senior Planner position.

Senior Planner Salary $69,427.80 - $104,141.70The minimum requirements for the Senior Planner position is as follows:

Bachelor’s Degree in Planning, Urban Development or closely related field; supplemented by four (4) years professional planning experience within a similar public organization or closely related experience. Requires certification by AICP (American Institute of Certified Planners)

Supplemental Information

Knowledge of pertinent federal, state and local rules, regulations, ordinances, and other regulatory standards applicable to the work.

Knowledge of the objectives associated with both long and short-range planning initiatives within assigned area of specialization.

Knowledge of the body of available and current information resources applicable to the functions for technical research purposes and for special projects as may be assigned.

Ability to interpret rules, regulations, and policies for effective decision-making in accordance with established precedent.

Interpersonal, leadership, planning, management and communications skills; ability to communicate professionally verbally, in writing, and in presentations.

Skill in researching, compiling, and summarizing statistical data and information materials.

Ability to utilize personal computers, standard office equipment and standard software applications, e.g., word processors, database software, spreadsheet applications.

Ability to establish and maintain effective working relationships and communications with internal and external customers, industry professionals, co-workers and the public.

Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with a minimum of direction.

Ability to interpret a variety of instructions in written, oral, diagram, or schedule form.

PHYSICAL REQUIREMENTS

While performing the essential functions of this job the employee is regularly required to stand, walk, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl, and lift and/or move up to 25 pounds.

While performing the essential functions of this position the employee is rarely exposed to disagreeable environmental factors.
