Description
The Director of Public Utilities directs units to include natural gas, water distribution and sewer collection, and wastewater treatment operations. The Director is a member of the City leadership team and directly supervises the Assistant Director of Public Utilities. The department includes 60 FTE and a FY 2025 budget of $23.6 million.
Examples of Duties
Plans, directs, and coordinates department work plans; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems;
Ensures that department products and services are adequate, continuous, economical, and safe, and are provided in accordance with all laws, rules, regulations, and standards;
Establishes appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of programs and policies; identifies opportunities for improvement; directs and implements appropriate changes;
Directs preparations and management of the department’s capital improvement programs; develops and manages the department's annual operation and maintenance budgets;
Trains, assigns, directs, supervises, evaluates, and disciplines department personnel;
Prepares recommendations, reports, and studies on a variety of utility functions, projects, plans, and operations, and presents to the City Manager, Assistant City Manager, Mayor, and City Council;
Develops and implements short- and long-range department plans and goals;
Evaluates and recommends the implementation of user charges, fees, and assessments for utility services;
Promotes the use of natural gas through the media and customer incentive programs;
Ensures departmental compliance with federal and state regulations;
Coordinates with other departments on issues, programs, and projects;
Exercises purchasing authority for the department;
Reviews plans for natural gas, water, or sewer main extensions;
Directs and coordinates the negotiation of detailed and complex utility agreements with multiple parties;
Ensures that all required sampling, analysis, and inspections are performed in accordance with state and federal regulations; implements quality control measures.
Minimum Qualifications
Bachelor’s Degree;
Five (5) or more years of related work experience in public utilities;
Valid State of Georgia Driver's License
Preferred Qualifications
Professional Engineer (PE) licensure
