The Ministry of Corrections, Policing and Public Safety (CPPS) is responsible for overseeing Saskatchewan's correctional system and facilities, providing the safe and secure custody of adult and youth offenders and delivering programs that promote safety and reduce re-offending.

The Kilburn Hall Youth Centre is seeking a dynamic and innovative professional to provide exceptional leadership to a diverse group of employees and clients. As Director of Programs, you and your staff will provide supervision to secure, remand and open custody youth, ages 12 to 17 under the Youth Criminal Justice Act.

In keeping with the Ministry's strategic plan, the successful candidate is responsible for:

Ensuring facility and community security and safety standards are maintained;

Utilizing an integrated case management system to support rehabilitative and reintegration programs to reduce recidivism;

Leading the development, planning, coordination and evaluation of facility programming;

Maintaining and developing static and dynamic safety and security procedures to ensure the safety of adolescent clients, employees and the community; and

Being responsible for the provision of basic physical, emotional, mental and spiritual needs, education, employment, recreation and structure for youth in custody.

The successful candidate will provide leadership and supervision to approximately 25 full-time youth workers, teachers and other professionals, as well as approximately 60 permanent part-time employees. This includes all aspects of Human Resource Management including the retention of employees. You will ensure new and existing staff are oriented and trained in legislation, mandate and policy; interpret and administer the SGEU PS/GE Collective Agreement, Acts, Regulations, policies and procedures in relation to the day-to-day operation and management of the facility.

Typically, to qualify for this position, you will possess a degree in a related discipline, combined with several years proven leadership experience in a Correctional or Youth Custody setting. You will have knowledge of the Youth Criminal Justice System and related legislation; public safety programs and evidence-based practices, decision-making processes, budget and policy development in a public sector environment and human resource practices and knowledge of labour relations and union management procedures. Experience supervising/delivering programs in Youth Open and Closed Custody setting would be considered an asset.
