Organizational Setting and Reporting Relationship

The position of Operations Officer is assigned to the Lao PDR Resident Mission (LRM) within the Southeast Asia Department (SERD). You will be based at our Resident Mission Office in Vientiane.

You will report to the Country Operations Head or designated international staff.

Your Role

As an Operations Officer, you will support country partnership strategy implementation, portfolio management, policy dialogue with governmental counterparts and development partner coordination.

You will:

Provide guidance to team members in implementing and administering projects and technical assistance (TA) following Staff Instructions and Project Administration Instructions.

Support programming and portfolio review meetings with government counterparts, including through preparation of background reports documenting portfolio trends, issues and corrective action plans.

Monitor project implementation performance including project financial management, safeguards compliance, design and monitoring framework output performance, contract awards and disbursement and assist sector teams in troubleshooting implementation challenges.

Facilitate dialog with key government counterparts on systemic sectoral policy and implementation issues together with ADB's sector teams and with relevant development partners.

Support sector teams in preparation of projects including through review of key project-related documents.

Support sharing of information concerning Lao PDR's operations through workshops and publications.

Support preparation of briefing notes and presentation materials for Senior Management and Board visits.

Help coordinate the Country Management Team meetings.

Be the 'Officer in Charge' in the absence of the Country Operations Head.

Perform other responsibilities and assignments that may be assigned by supervisor.

You will need:

Bachelor's degree in Engineering, Business Administration, Commerce, or any related courses preferably with advanced training.

At least 8 years of relevant project management experience with preference given to candidates with demonstrated experience designing and managing internationally-funded projects with infrastructure components.

Demonstrated experience in advising the government on reforms in collaboration with development partners.

Ability to draft written inputs to support the resident mission's work.

Ability to undertake background research on difficult but well-defined tasks, collect and organize required data.

High level of proficiency in the use of IT applications and the ability to apply IT skills in collecting and analyzing data and preparing notes, papers, and reports·

Experience working collaboratively with teams and contributing as a team member·

Additional Information

This opening is a local staff position. It is open only to nationals and residents of Lao PDR.

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.
