Our client is seeking a Cost and Pricing Accounting Manager to oversee the development and compliance of federal and federally funded cost proposals. This role requires a strong understanding of government regulations, including FAR, DFARS, CAS, and TINA, as well as expertise in cost estimating, pricing strategies, and financial analysis. The ideal candidate will work closely with internal teams to develop accurate cost models, ensure compliance, and support pricing strategies for government contracts.

Key Responsibilities

Pricing and Costing:

Develop and refine cost-estimating narratives and assumptions, leveraging historical and projected data.

Analyze key cost elements, including General Conditions, labor, indirect rates (Overhead, G&A, Fringe), insurance, IT rates, bonding, and subcontractor costs.

Conduct competitive pricing analysis, identifying trends and historical bid data to inform pricing strategies.

Assess supporting documentation for various cost inputs and advise proposal teams on compliance and sufficiency.

Collaborate with Purchasing, Estimating, Cost Engineering, Subcontracts, Small Business Offices, HR, and Finance to align cost proposals with company objectives.

Interface with government agencies and external auditors, explaining pricing methodologies and compliance measures.

Support contract negotiations and pre-award discussions to ensure financial and regulatory accuracy.

Government Compliance:

Assist with annual incurred cost submissions, including preparation of all schedules and supporting data.

Contribute to forward pricing rate proposals (FPRP) and cost impact proposals for accounting changes.

Monitor indirect rates and provide scenario-based financial analyses.

Review transactional data to assess allowability and allocability in accordance with FAR and CAS.

Qualifications

Education & Experience:

Bachelor's degree in Accounting, Finance, Economics, or Business required.

6+ years of experience in pricing, cost estimating, or financial analysis for federal contracts.

Skills & Abilities:

Expertise in federal and federally funded pricing strategies.

Strong understanding of cost estimating methodologies, cost databases, and financial modeling.

Advanced knowledge of FAR, DFARS, CAS, and other government regulations.

Experience working with DCAA, DCMA, and other government auditing agencies.

Proficiency in Microsoft Excel, Word, and PowerPoint.

Experience with SAP, Workday, and Coupa is a plus.

Excellent verbal and written communication skills, with the ability to explain complex financial data.
