WFS has borrowing capacity to meet the daily cash needs of new business development, new award support, and operational working capital. Position Summary

WFS seeks a focused and driven Quality Assurance Subject Matter Expert (QA SME) to join our R&D Support Team in Pittsburgh, Pennsylvania. The QA SME reports directly to the R&D Support Manager and leads the Quality Assurance/Quality Control Program under the Site Operations Services contract at the National Energy Technology Laboratory (NETL). The individual develops, implements, and maintains Quality Control processes to ensure design and fabrication work meets NETL standards and conforms to designs. The individual also supervises a small group of quality specialists that provide electrical, mechanical, and instrumentation inspections.

Responsibilities:

Plans and directs activities concerned with the development, application, and maintenance of quality standards for processing materials into partially finished or finished materials or products.

Evaluates vendor capabilities to provide required products or services.

Performs audits of work processes and reports findings.

Conduct inspections to support Engineering Operations.

Acts as liaison with outside suppliers in establishing or modifying specifications for purchased items or sub-assemblies received from outside vendors.

Participates in developing, maintaining, and refining interval quality control and reliability programs.

Proactively recommends corrective actions to quality problems.

Develop and distribute weekly personnel schedules to support R&D milestones.

Performs Configuration Management Assessments for permitted R&D projects.

Develop and maintain Quality Inspection Plans to detail inspection and testing to confirm compliance with design specified requirements.

Conduct Independent Engineering Inspection actions to support R&D projects permit modifications.

Review procurements to ensure all quality assurance requirements are met.

Generate and help resolve Non-Conformance Reports.

Maintain and routinely deliver the Quality Inspection Snapshot spreadsheet, which details inspection findings and resolutions.

Effectively participate in weekly team meetings to discuss work scope and schedules.

Identify and train a back-up(s) to manage key tasks when absent.

Additional functions not explicitly outlined in this position description as directed by the R&D Support Manager. Minimum Qualifications, Knowledge, Skills, and Abilities:

Quality, Engineering or Business Management-based bachelor's degree

Minimum of five (5) years of job-related experience; or six (6) years of satisfactory performance as a Level II ASQ inspector in applicable areas

Capable of evaluating the adequacy of specific programs used to train and certify inspection and test personnel.

Excellent written and verbal communication skills

Analytical, computer, and problem-solving skills

Strong organizational and time management skills

Experience estimating, scheduling, and planning quality work.

Excellent attention to detail.

United States citizenship is required to work on a federal contract and will be electronically verified via E-Verify

Ability to quickly adapt focus, adjust schedule and problem solve to meet evolving work demands and needs of supervisor and other stakeholders.

Ability to pass an extensive background investigation, including but not limited to personal and professional financial history, nationwide criminal record search, credit check and other relevant background information deemed necessary by WDC. Preferred Qualifications, Knowledge, Skills, and Abilities:

At least twelve (12) years of job-related experience.

Five (5) years supervisory experience.

Experience working in support of R&D work at NETL or other national laboratories.

American Society for Quality (ASQ) Certification(s).

Prior knowledge or experience working with a Native American Tribe.

Physical Requirements:

This position operates in an on-site facility shop and may require standing for extended periods of time. The performance of this position may occasionally require exposure to areas that require the use of personal protective equipment such as protective suit, safety glasses with side shields and mandatory hearing protection. The employee must occasionally lift and/or move up to 25 pounds.

Travel Requirements:

Some routine travel to other NETL sites may be required, up to 25% of the time. Regional travel may also be required to pay visit to subcontractor offices or shops.
