Job Description: Subject Matter Expert (SME), Intermediate (USCG)

Location: Capitol Region, Washington DC

Reports to: USCG, DHS / Work under this contract is overseen by a dedicated Program Manager who reports to SCC's Senior Vice President.

Travel Requirements: Travel required for onsite familiarization and data collection at USCG facilities.

*This role will support a project currently under bid consideration. The responsibilities outlined are contingent upon contract award, ensuring readiness to execute the project effectively if the bid is successful. Candidates selected for this position will play a critical role in implementing project objectives upon award.*

Description of Work:

· Serve as a Subject Matter Expert (SME), supporting the U.S. Coast Guard's Workforce Requirements Determination (WRD) efforts.

· Support the WRD process as outlined in the Coast Guard WRD Program Manual COMDTINST M5310.6 (series) and the Coast Guard Workforce Requirements Determination Tactics, Techniques, and Procedures (CGTTP 1-16.15).

· Facilitate meetings, working group sessions, and workshop-based engagements for collaborative requirements generation and data collection initiatives.

· Organize, coordinate, and execute meetings by managing calendars, reserving locations, preparing and distributing agendas and read- ahead materials, and ensuring all teleconference and Microsoft Teams requirements are met.

· Draft minutes, track action items, and produce high-quality multimedia presentations, briefs, and reference documents.

· Provide technical writing and editorial support, including document formatting, proofreading, and editing.

· Develop accessible documentation and guidance materials to assist stakeholders unfamiliar with workforce analysis.

· Assist in the iterative development of requirements analysis to ensure alignment with mission goals.

Educational and Experience Requirements:

· Education: Bachelor’s degree from an accredited university in a related field.

· Experience: Minimum of 4 years of experience applying subject matter expertise in workforce requirements analysis or similar analytics, preferably in support of military or federal agency operations. Familiarity with CG Workforce Requirements Determination processes, standards, and data collection from Active-Duty personnel is required.

· Technology Requirements: Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), Microsoft Teams, and other common virtual collaboration platforms.

Job-Specific Required Skills, Knowledge, and Abilities:

· Senior-level consultants possessing demonstrated knowledge and extensive experience in developing solutions across complex tasks in multiple organizations.

· Strong organizational and coordination skills.

· Leads team analysis and compliance reviews for documents and forms.

· Executes tasks necessary to support client performance work statement development and/or evaluation.

· Applies specialty knowledge of best practices and methods to support project teams.

· Provides subject matter expertise to both project team members and client contacts.

· May provide program management support based on deep knowledge of specialty standards.

· Assist in defining project objectives and guiding strategic directions.

· Provides leadership and vision to both clients and internal project teams.

· Serves as a key facilitator between multiple teams to align and achieve the objectives of complex efforts.

· Demonstrates outstanding interpersonal and communication skills.

Preferences (preferred but not required):

· Prior experience supporting the U.S. Coast Guard or other uniformed services in a workforce analysis capacity.

· Knowledge of COMDTINST M5310.6 and CGTTP 1-16.15 documentation.

· Project management experience or certification (e.g., PMP)
