Job Summary:
This position is responsible for managing Health, Safety & Environmental (HSE) activities, and FSM compliance within our amine gas treating plant in Wink, TX. Provides education, training and direction to ensure compliance with Wink policies and applicable industry regulations; provide leadership and guidance to ensure that work is done safely, protecting people and the environment. Additionally, this position will be responsible for OSHA reporting requirements including the OSHA 300 and TCEQ reporting.
Primary Job Duties:
Inspire a common vision and contribute to creating a safety culture; introduce and implement policies, effectively manage change while maintaining operational effectiveness.
Ensure compliance with all applicable regulatory, company and client occupational health and safety rules, regulations, work instructions, policies, procedures, best practices and industry standards.
Perform job duties in a safe manner and compliant manner; continuously review work policies and practices for improvements; provide updates, disseminate information timely and appropriately to all employees.
Develop and facilitate guidance and training related to protection of water resources, compliance with SPCC and stormwater regulations, and EPCRA compliance.
Partner with local emergency response teams to coordinate and train with on emergency response procedures.
Evaluate, manage, and maintain the worker’s compensation program.
Establish and maintain relationships with occupational medical providers for respective work sites; evaluate services provided and initiate corrective actions as needed.
Coordinate post-employment training activities with operations and human resources management.
Commit to fulfill obligation to stop any unsafe behavior or activity, to report the issue promptly as defined and work with appropriate individuals and team members for a safe resolution.
Report work-related injuries/illnesses, unsafe conditions, unsafe work practices, near-miss incidents, and hazards in accordance with company policies and procedures.
Ensure that all individuals have the proper education, training and personal protection equipment (PPE).
Plan and facilitate regular safety meetings with employees.
Provide direction for safety related matters; regularly monitor and visit work sites to ensure work is performed in a safe and compliant manner (including staff appearance, worksite, vehicles, equipment)
Respond timely to emergencies; support a work environment that has 24 hours, 7 days a week operation.
Perform HSE safety-audits and other assessments as required by practice and regulations.
Lead investigations and review of accidents to determine root causes and appropriate corrective actions; Initiate corrective actions for any unsafe or environmentally unsound condition.
Engage individuals in a respectful, professional, and positive manner; provide feedback timely and follow up on matters to resolution. Establish and maintain productive working relationships with managers, employees, customers, and professional peers.
Participate in Job Safety Analysis to identify and eliminate work hazards and ensure proper PPE is used; review any modifications for safety and compliance with Veolia policies and applicable regulations.
Participate in new business analysis to identify risks and required safety protocols to support work
Participate in meetings, prepare and present information as required, plan and lead meetings.
Manages systems and processes for maintaining required HSE documents, records, permits, schedules and plans; and ensure that HSE activities and requirements (including: physicals, drug screens, and trainings) are scheduled and completed on time.
Stay current of government regulations, policies, and practices; demonstrate a commitment to learning and development; share information regarding different, new and better methods for HSE.
Work effectively in a team environment and provide support and assistance.
Required Competencies / Prerequisites:
Valid Driver’s license
Bachelor’s degree in Environmental Science, Occupational Health & Safety, Engineering, or a related field
In lieu of the required degree, 4 years’ experience in HSE Management may be considered.
2 years of experience in oil and gas environment
Proficient using computers and MS Excel, Word, and PowerPoint
Effective communication skills (verbal, written and presentation)
Speak, read, and write effectively in the English language.
Able to drive to remote customer sites
Organized with attention to detail and follow up skills
Work effectively in a team environment that is dynamic, with diverse employee populations

The employee must frequently lift and/or move objects up to 10 pounds and occasionally lift and/or move objects up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. While performing the duties of this job, the employee is frequently exposed to fumes or airborne particles, moving mechanical parts and vibration. The employee is occasionally exposed to a variety of extreme conditions at sites. The noise level in the work environment and job sites can be loud.
