Job Summary

This is a responsible administrative position within the Finance Department with a wide variety of duties pertaining to purchases orders, coordinating and planning the daily activities of the finance office, including the upkeep of financial records and handling of citizen inquiries made to the County Finance Department. Responsibility includes procurement, compliance and contract management duties.

Major Essential Duties

Ensure that Finance and Occupation License Department functions are carried out in compliance with all state and federal laws as well as the requirements of the state local finance officer

Assure internal controls are established, maintained, and documented in compliance with organization objectives

Perform periodic reviews of financial transactions and account reconciliations

Prepare quarterly compliance reports for review and approval by the county administrator

Review occupational license tax returns for underpayments and delinquencies, contact non-compliant entities, and conduct audits for legal compliance

Continuous improvement mindset with regards to making established processes more efficient

Prepares bid specifications and/or modify existing specifications, or adopts specifications prepared by others in accordance with governmental procurement guidelines for goods or services greater than $40,000.

Communicates effectively and works closely with all departments concerning their procurement needs.

Initiates contact with vendors for product and/or service pricing and responses to questions related to purchasing/procurement greater than $40,000.

Conducts bid openings, compiles bid information to assist with and/or complete review of bids for goods or services greater than $40,000.

Prepare and/or assist with the legal advertisement relating to the activities of County procurement and related activity.

Maintains and keeps current all contracts, lease agreements, maintenance agreements for the Fiscal Court to include electronic version. This includes assuring appropriate records retention and destruction.

Understand and review the budget expenditure line items for purchasing appropriation.

Prepares Finance Department requisitions.

Helps monitor general ledger account coding for all requisitions

Perform contract management and tracking for all contracts entered by the county.

Ensures proper recordkeeping and all state and federal reporting of state and federal reimbursement funds.

Audit projects assigned by the Finance Director including but not limited to Service contract and operating leases, Subscription-based information technology arrangements, and the SEFA.

Capital projects tracking and reporting.

Serves as a Compliance Officer for the Finance and Occupational License Departments

Works with the County's Alcoholic Beverage Control Licensing department to ensure financial compliance with county, state, and all other applicable regulations.

Minor Essential Duties

Assists Supervisor in budget preparation, budget monitoring and general budget matters.

Assists Supervisor in annual audit preparation and external reporting

Performs other functions as necessary or assigned

Assist supervisor and co-workers in the preparation and completion of monthly, quarterly, annual and specialized reporting

This person works under the direct supervision of the Finance Director

Requirements:

Education and/or Experience

Graduation from a four-year college or university with a degree in accounting or any combination of experience and training which provides the desired knowledge, skills, and abilities.

Preferred 5 years of procurement and/or compliance experience.

Language Skills

Good verbal skills, ability to communicate effectively with coworkers, peers, management and the general public; ability to provide clear, easily understood explanations and directions

Good writing skills; ability to prepare clear and concise letters, memos, report, et al

Ability to read and comprehend written reports, letters, instructions, legal laws

Mathematical Skills

Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals

Ability to compute rate, ratio and percent and to draw and interpret graphs

Ability to apply concepts of algebra, geometry, and statistics as needed

Reasoning Skills

Ability to define problems, collect data, establish facts, and draw valid conclusions

Ability to interpret an extensive variety of complex and technical information, and instructions

Ability to solve practical problems, and deal with several abstract and concrete variables.

Ability to read, analyze, and interpret policies, procedures, and government regulations

Ability to respond to sensitive inquiries or complaints from the general public, business community and regulatory agencies

Certificates, Licenses, Registrations

Current State issued driver's license

None Procurement training preferred

Basic knowledge of management skills required planning the day's work and organizing resources to obtain desired goals

Ability to work effectively on a daily basis with standard supervision

Advanced computer skills, proficiency in the use of Microsoft Office applications

Ability to train individuals in the use of the computer software system, including the creation and documentation of policies and procedures within the departmental function

Ability to get along with others in the workplace and to respect their rights and individual abilities
