Department Overview
The LoveWorld Nation Department of Commerce is the central hub for trade regulation, business development, and economic innovation across the Nation. Through programs and initiatives, the Department facilitates the growth, scaling, and global integration of Strategic Business Organizations (SBOs). The COO plays a pivotal role in translating vision into operational results.
Job Summary
The Chief Operating Officer (COO) is the executive responsible for leading the Department’s operational strategy, program execution, and organizational performance. The COO ensures seamless coordination of all departments, aligns operations with strategic objectives, and drives the implementation of initiatives that expand the Department’s impact locally and globally. The role includes oversight of human capital, finance, compliance, program delivery, innovation, and inter-unit collaboration.
Strategic Priorities Supported by the Role
1. Operational Excellence: Establish efficient, scalable systems for managing multi-unit operations and cross-functional program delivery.
2. Strategic Program Execution: Lead implementation of flagship initiatives.
3. SBO Growth Enablement: Ensure operational structures support the development and international expansion of SBOs.
4. Performance Monitoring: Drive outcome-based performance systems aligned with KPIs and impact metrics.
5. Culture of Innovation: Promote a proactive, collaborative, and excellence-driven culture aligned with Kingdom values.
Key Responsibilities
1. Departmental Operations Management
- Oversee daily operations of all units including Programs, Finance, Legal, Partnerships, Research, Trade, E-Commerce, and Staff Development.
- Develop and enforce operational policies, standard operating procedures (SOPs), and internal controls.
- Ensure coordination across units and alignment with the Department’s mission and strategic direction.
2. Strategic Planning and Execution
- Translate departmental goals into actionable operational plans and measurable outcomes.
- Support the HOD in designing and monitoring long-term strategic objectives.
- Oversee the integration of new programs, services, and platforms across operational functions.
3. Program and Initiative Leadership
- Lead the end-to-end execution of major initiatives
- Ensure programs are delivered on time, within budget, and with high impact.
4. Resource Optimization and Budget Oversight
- Collaborate with the Head of Finance to ensure efficient use of financial, human, and technological resources.
- Monitor departmental budgets, expenditures, and forecasts across initiatives.
- Ensure accountability, financial integrity, and sustainability in all operations.
5. Staff and Culture Development
- Provide executive oversight for staffing, talent development, and performance management.
- Ensure departmental roles are properly structured, staffed, and aligned with goals.
- Promote a culture of collaboration, learning, and servant leadership.
6. Monitoring, Evaluation & Compliance
- Ensure the implementation of monitoring and evaluation frameworks for all units and programs.
- Track performance metrics and ensure internal and external compliance (legal, regulatory, financial).
- Oversee risk management and business continuity planning.
7. Stakeholder Engagement and Representation
- Represent the Department in high-level external meetings, investor forums, and partner negotiations.
- Build strategic relationships with government bodies, investors, private sector leaders, and global institutions.

- Executive Leadership: Proven experience leading complex, multi-stakeholder organizations.

- Operational Systems Design: Expertise in building scalable processes, SOPs, and operational frameworks.

- Program Management: Strong oversight of multi-phase programs and project life cycles.
- Financial Oversight: Ability to interpret financial data and manage resource allocation.
Qualifications
- Master’s Degree in Business Administration, Public Policy, Development Studies, or a related field.
- Minimum of 10–15 years of leadership experience, with at least 5 years in a senior/executive role.
- Demonstrated experience in program management, economic development, or regulatory leadership.
- Experience working with governments, NGOs, investors, or large-scale enterprise ecosystems is highly desirable.

- Operational Efficiency: Reduction in bottlenecks, improved program delivery speed and output.
- Strategic Goal Execution: Percentage of strategic initiatives delivered on time and within scope.
- Program Performance and Impact: Achievement of program-specific KPIs (reach, ROI, outcome metrics).
- SBO Satisfaction and Support Index: Feedback from SBOs regarding department efficiency and support systems.
- Team Engagement & Retention: Staff performance, growth, and retention rates.
- Budget Control and Resource Utilization: Adherence to budget plans and optimization of operational costs.
