The Ohio Department of Administrative Services (DAS) is the engine of state government, providing innovative solutions and supporting the efficient operation of state agencies, boards, and commissions. DAS program areas serve our Ohio government customers, who in turn directly serve the interest of Ohioans. We help procure goods and services, deliver information technology and mail, recruit and train personnel, promote equal access to the state workforce, lease and manage office space, process payroll, print publications, and perform a variety of other services.

The State Human Resources Division (SHRD) performs a variety of functions including overall administration of the state's human resources operations for state employees. The division provides services and information to state employees and assists state agencies in conducting their human resource functions.

The Office of Benefit Administration Services provides high quality, cost-effective benefits for state employees and their dependents.

What You'll Do:

The Chief Wellness Officer will oversee the SHRD Office of Benefits Administration and to develop and execute a statewide strategy to improve employee health and well-being for all State of Ohio employees.

Anticipated duties include:

Strategic statewide outreach and communication plan to convey program priorities, resources, and opportunities to support the vision for health and well-being.

Collaborate with statewide agencies to develop and improve policies, programs, and services aimed at a holistic model of health and wellness for state employees.

Direct cultural transformation in the state by implementing wellness programs to provide behavioral and mental health support.

Organize and lead strategic planning efforts, including ongoing strategic assessment, gap analysis, and benchmarking to support implementation of priorities and ensure alignment with Governor’s initiatives.

Raise awareness among state employees regarding chronic diseases and equipping them with pertinent information to effectively mitigate and reduce associated risks while driving down long-term health care costs.

Empower and cultivate a work culture that promotes good health, while improving performance, employee engagement, and satisfaction levels while reducing turnover in identified classifications (e.g., nursing, corrections, therapeutic program workers).

Promote consistent and regular attendance, while taking a proactive measure to prevent and reduce occupational injury leave, workers’ compensation, and short- and long-term disability claims.

Ensure long-term sustainability of Fund 8080.

Monitor and review proposed legislation and case decisions having impact on employee benefits.

Develop and maintain intentional collaborative relationships to promote teamwork and advance the priorities of the department.

Serve as Management Lead on Joint Health Care Committee and provides oversight and strategic direction for state agency wellness ambassadors.

Identify gaps or redundancies in services and resources and streamlines workflows.

Oversee the delivery of healthier food options in state owned and leased facilities and identifies appropriate physical fitness facilities for state employees where available.

Work collaboratively and directly with TPA’s to integrate data and improve outcomes, including medical plans (MMO and Anthem), PBM (Optum), Take Charge, Live Well (Virgin Pulse) wellness program including outcome-based wellness programs, Employee Assistance Program (ComPsych), and Dental, vision, life, and other programs.

This position serves as an unclassified employee pursuant to O.R.C. Section 124.11(A)(26).

Preferred Qualifications\: Prior experience in administration of employer-sponsored health plans, development of request for proposals and vendor contract management, and health benefit plan design
