SaskEnergy is seeking a qualified and motivated individual to join our team. The Technical Crossing Administrator assists internal and external customers with technical and analytical issues related to working safely and legally near corporate pipelines and facilities. This position assesses and grants permissions for activities impacting the natural gas assets of SaskEnergy and its subsidiaries, ensuring applicable legislation is adhered to and contributing to pipeline damage prevention.

Position Details

Union - This position is temporary full time for up to 12 months.

Core Responsibilities

Facility Agreements, Permits and Encroachments

Provide guidance and clarification to various departments, field staff and applicants for various facility permits, crossing agreements and other related documents and drawings to ensure compliance with regulatory requirements and internal standards.

Investigate and assess if proposed work and projects comply with the safety standards, recommended setback, utility corridor, and other regulatory requirements using various internal and external GIS software and ISC.

Draft, prepare and coordinate agreements while collaborating with the customer as well as internal Legal, Engineering, and Operations departments, and determine where custom agreements are required within departmental and regulatory timelines.

Examine and respond to subdivision requests and First Call requests from Community Planning and assess the impact of potential future projects, both internal and external, on the company’s facilities.

Evaluate the need for engineering assessment and coordinate with various internal groups to establish the specific work requirements for unique application scenarios.

Departmental Databases, Records and Procedures

Update pipeline license, inquiry and permit information databases and records, referencing original documents and drawings (e.g., plans of survey, pipeline licenses, survey notes, transmission line reports, crossing agreements, regulatory approvals, etc.).

Utilize corporate applications and maintain files, records, agreements and databases associated with departmental functions.

Technical, Analytical and Customer Support

Clarify the types and details of facility permits, crossing agreements and other related documents and drawings to various stakeholders, such as internal departments, field staff and applicants, and ensure they understand the regulatory requirements and internal standards.

Inform and educate customers on the safety requirements and their obligations when working near the company’s facilities, and explain when they need to obtain a permit for different types of pipelines.

Coordinate time sensitive pipeline permit applications between Operations and the applicant.

Prepare reports and statistics for pipeline inquires.

Assist in the preparation of applications for regulatory agencies such as Saskatchewan Ministry of Energy & Mines, National Energy Board, Manitoba Public Utilities Board, Alberta Energy Utilities Board, Saskatchewan Ministry of Labour, etc.

Qualifications

Diploma in Engineering in a related technical field.

Pre-qualifying assessment.

OR

Land Administration Certificate.

Three (3) years’ experience in the operation or administration of natural gas systems, system design, construction or pipeline integrity.

One (1) year of experience in the operation of computer software utilizing word processing, spreadsheets, databases, and business applications.

Pre-qualifying assessment.

Non-Optional Requirements

Employees hired without the Land Administration Certificate are required to complete the Certificate within two years of date of hire. The Certificate is required to progress through the pay steps.

Additional Information

Travel, including overnight stays away from bid headquarters may be required on rare occasions.
