What will you do?
Coordinates central office recruitment program for assigned divisions (e.g., receives personnel action request, writes/edits position duties, prepares requests for the Governor's office).
Uses Ohio Hiring Management System (OHMS) to post positions, screens applications for minimum qualifications.
Conducts interviews.
Provides technical assistance to managers/supervisors in hiring/selection process.
Creates &/or reviews & approves content valid interview questions.
Verifies no names are on the layoff list in OHMS.
Assists applicant in completing pre-hire paperwork, fingerprints applicant, conducts electronic checks (e.g., Nurse Registry, Abuser Registry, DRC, Offender Search, etc.), sends applicant for drug test as needed, forwards paperwork for unclassified background check as needed, etc.
Creates/submits ePARs in Ohio Administrative Knowledge System (OAKS) for approval.
Notifies applicant & hiring manager when all approvals have been received.
Receives requests from divisions & developmental centers regarding proposed classification plan changes/updates; works with the Department of Administrative Services to enact changes; reviews & makes recommendations regarding language, minimum qualifications, additions or deletions to classification plan; researches laws & rules to ensure proposed changes are commensurate with applicable rules/laws.
Serves as DODD Financial Disclosure & Unemployment Coordinator: develops & maintains processes for financial disclosure reporting & monitoring in alignment with state requirements; collaborates with Personnel team to provide guidance to new hires & current employees regarding financial disclosure requirements; assists in managing the unemployment claims process, ensuring accurate documentation & timely responses to unemployment claims; provides clear communication over financial disclosure processes & procedures.
Responsible for assisting & reviewing Personnel Actions (ePARs) for assigned Developmental Centers (DCs), ensures appropriate ePAR codes are used, has authority to approve ePARs (e.g., reviews action, ensures conformance with decentralization policy/procedure, ensures proper documentation is attached, approves/disapproves action, follows up with DC regarding errors or missing documents).
Processes position descriptions (PDs) for assigned DCs (e.g., reviews for class plan compliance, has signature authority to approve specific boilerplate PDs or routes for signature, provides technical assistance to originator, enters changes into OAKS).
Attends meetings, in-service training & seminars.
Provides technical assistance & advice as directed to DCs & Central Office staff regarding use of laws, rules & directives for processing personnel transactions (e.g., ePARs, PDs, etc.).
Conducts new hire orientation (e.g., in-services new staff on DODD policies/procedures, compiles orientation materials, etc.).
Completes fingerprints & electronic records checks, creates OAKS record for contract workers.
Performs other duties within range & scope of position.
