Description:

customer has invested significantly in a cloud based, Branchwide data warehouse to facilitate secure data transfers, exchanges, and reporting. Nearly 16 courts have been onboarded to the platform to support improved streamlined reporting and analytics for high profile initiatives including the CARE Act, Community Mental Health Services, . Having successfully onboarded approximately 16 courts, we are preparing to scale statewide to all 58 courts. To maintain alignment between business user needs and technical implementation, the Judicial Council seeks a highly skilled Senior Data Architect capable of effectively bridging strategic business requirements and advanced technical solutions. This role will ensure the platform delivers measurable business value, data accuracy, scalability, and efficiency.

The Senior Data Architect will report directly to the Chief Data & Analytics Officer. They will define, design, and implement comprehensive data architectures that balance sophisticated technical capabilities with critical business needs. The ideal candidate will have deep hands-on technical experience in database and pipeline design and proven expertise in translating complex research & business requirements into practical, implementable technical specifications. This role requires the ability to confidently propose robust architectural solutions to senior IT leadership, including the Chief Information Officer and IT’s Data Services Teams, and effectively mediate between technical teams and business stakeholders.

Description of Tasks and Responsibilities

Directly engage with senior business analysts, researchers, and key stakeholders to clearly articulate, document, and refine comprehensive business and data requirements.

Design database schemas, ETL/ELT processes, and robust data pipelines aligning with both strategic business requirements and IT operational standards.

Present and defend detailed technical architectures—including alternative database structures, pipeline methodologies, data modeling strategies, and automation solutions—to senior IT leaders and executives.

Facilitate and lead cross-functional discussions, skillfully mediating between technical and non-technical stakeholders to clearly explain trade-offs, risks, benefits, and outcomes.

Collaborate closely with JCIT’s Data Analytics/Data Integration teams and court IT staff to optimize implementation processes, troubleshoot technical challenges, and ensure robust data validation and quality.

Develop, document, and advocate for best practices, governance policies, and automation strategies to enhance data integrity, performance, and usability.

Regularly influence strategic decision-making by providing expert insights, recommendations, and consensus-building at executive and operational levels.

Required Skills:

Extensive hands-on experience architecting, implementing, and managing cloud-based data warehouse solutions (with strong preference for direct experience in Snowflake, AWS, or Azure).

Deep and demonstrable expertise in advanced database design, sophisticated data modeling (e.g., dimensional modeling, normalization), ETL/ELT pipeline design, and pipeline automation tools (particularly Snowflake and Talend).

Proven senior-level experience translating highly complex business and research requirements into executable, technically sophisticated data solutions.

Strong track record of effectively presenting complex technical concepts and solutions clearly to CIOs, heads of data services, and other senior IT and business executives.

Experience resolving technical conflicts and facilitating effective collaboration between business and technical teams.

Comprehensive understanding of data governance practices, with proven experience creating and implementing robust data policies and documentation.

Desired Skills:

Proven expertise in designing and implementing analytics dashboards and visualizations (e.g., PowerBI).

Familiarity with courtroom operations, judicial workflows, and government regulatory reporting environments.

Experience collaborating with security, compliance, and privacy teams on regulatory requirements and frameworks (e.g., FedRAMP, SOC2, GDPR).

Background in user-centered design methodologies and user research to inform architectural and technical solutions.
