SD Solutions seeks a Program Manager to join our team in Washington, DC. The Program Manager is responsible for the overall delivery, governance, and coordination of Middleware Operations and Maintenance services supporting the IRS. This role requires leadership in managing cross-functional teams, aligning project milestones with IRS goals, overseeing compliance with OneELC and Configuration Management (CM) standards, and ensuring timely execution across all task areas. The Program Manager serves as the primary liaison between the Government and Team SDS, facilitating communication, resolving risks, and driving continuous improvement across the program.

Responsibilities

· Provide day-to-day leadership, planning, and oversight across all 42 Middleware task areas.

· Lead program governance, reporting, risk management, and stakeholder communications.

· Coordinate with IRS technical leads across ECC-MEM, ECC-MTB, and NCFB to align services with operational priorities.

· Oversee ticket handling in IRWorks and RCA reporting cycles, ensuring SLA compliance.

· Develop and present monthly status reports and strategic plans aligned to IRS modernization initiatives.

· Facilitate IPT participation, CM meetings, and strategic alignment discussions.

· Manage resource allocation, onboarding, and performance monitoring of all SMEs.

· Ensure compliance with IRS IRM, DISA STIG, OneELC, and ATO documentation

Requirements

· 10+ years of program/project management experience in federal IT environments.

· Deep understanding of middleware architecture, IRS systems, and ITIL/OneELC frameworks.

· Proven experience managing cross-environment deployments using CI/CD pipelines (Ansible, GitHub, RTC).

· Strong stakeholder management, communication, and leadership skills.

· PMP certification preferred; IRS experience highly desirable.

Must have IRS MBI Public Trust

MUST have US Citizenship or Green Card

Location: This role is primarily remote but may require occasional onsite visits to IRS facilities located in Lanham, MD, and Martinsburg, WV, as needed.
