Data Project Manager leads the strategy, execution, and oversight of data engineering initiatives in a cloud-native environment, with a focus on Databricks and AWS platforms. This leadership role is pivotal to the agency's data modernization efforts, regulatory effectiveness, and data governance practices. The Program Manager will serve as a liaison between technical teams, agency leadership, and business stakeholders—ensuring data engineering capabilities align with Federal Clients mission to protect consumers in the financial services sector.

Key Responsibilities:

Program Oversight & Leadership

Provide end-to-end program management for complex, cross-functional data engineering initiatives focused on cloud modernization and data pipeline transformation.

Define strategic roadmaps, timelines, and deliverables for enterprise-level data engineering programs.

Serve as the primary point of contact for internal stakeholders on data engineering program updates, risks, and metrics.

Coordinate project documentation, timelines, quality of deliverables, and corrective action initiatives.

Manage projects through all governance processes, including change management, communications strategy, schedule management, issue tracking, and compliance assurance.

Technical Coordination & Strategy

Coordinate the development of cloud-native data platforms utilizing Databricks, AWS, and related technologies.

Oversee efforts to modernize legacy on-premises data pipelines, facilitating migration to AWS cloud environments.

Work with technical teams to ensure implementation of appropriate data modeling, API integrations, and data processing systems.

Identify opportunities for and make recommendations on process improvements within data engineering workflows.

Cross-Functional Collaboration

Facilitate collaboration between data engineering teams, compliance officers, and other stakeholders to ensure alignment with regulatory goals.

Develop and distribute communications related to project status, meetings, and escalation of critical issues.

Assist in preparing materials such as agendas and meeting minutes for formal meetings.

Serve as a technical writer and advisor for documentation efforts including FAQs, process flows, and reference guides.

Compliance, Governance & Documentation

Support initiatives to implement data governance, quality, and compliance frameworks in line with federal regulations.

Write detailed, formal documents such as policies or operating procedures.

Maintain formal documentation in an organized, central repository.

Ensure proper documentation for audit readiness across data workflows.

Operational Excellence & Project Management

Leverage Agile project management tools to track and manage enterprise projects and portfolios.

Manage multiple, shifting priorities and tight deadlines while maintaining detailed project plans.

Minimum Qualifications:

Bachelor's or Master's degree in Computer Science, Information Systems, Data Engineering, or related field.

Minimum 3 years of experience managing projects with the ability to handle multiple priorities, tight deadlines, and maintain detailed project plans and workflows.

Excellent communications, change management, planning, and prioritization skills.

Demonstrated interpersonal and leadership skills to build relationships with key internal stakeholders responsible for decision-making.

Working knowledge of cloud data platforms such as Databricks and AWS services.

Familiarity with data processing frameworks like Apache Spark and programming/query languages such as Python and SQL.

Understanding of workflow orchestration tools such as Apache Airflow or AWS Step Functions.

Experience with technical project management or data management (minimum 1 year, which may be part of the minimum 3 years above).

Awareness of data quality frameworks, regulatory compliance, and metadata management practices.
