Under general supervision, an employee in this class is responsible for coordinating and developing programs for the improvement of services overseen by the Health Department's Division of Community Mental Hygiene Services. The work involves interpreting state and federal regulations regarding the funding of programs serving individuals with substance use disorders, intellectual & developmental disabilities, and mental illness. The incumbent verifies that program staff and contracted agencies comply with departmental, local, state and federal policies/requirements. Responsibility is included for providing consultations and technical assistance in the identification, development, maintenance, and evaluation of community based mental hygiene programs. May supervise, and coordinate with, subordinate departmental and contract agency personnel. Work is reviewed by an administrative supervisor through conferences and reports.

KEY RESPONSIBILITIES:

Coordinates with contract agencies providing various services supporting community mental hygiene;

Researches and develops proposals and applications for funding of programs under state, federal and private grants;

Plans and designs new projects and programs;

Locates resources for new or improved services;

Develops and maintains working relationships with state and local agencies and other county services;

Provides technical assistance and training to community mental hygiene agencies in such areas as project development, interpretation of state and federal forms, and management practices;

Coordinates interdepartmental activities for community mental hygiene services;

Reviews current literature in the fields of mental health, intellectual & developmental disabilities, and substance use disorders. Benefits For You Now And Your Future

MINIMUM QUALIFICATIONS

OPEN COMPETITIVE

Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree and four (4) years of experience providing administrative oversight, educational services, or clinical services for an agency concerned with community mental hygiene, two (2) years of which must have been in a supervisory capacity.

NOTE: Additional graduate education in the Human Services from a college with federally-authorized accreditation or registration by NY State will substitute for non-supervisory experience on a year-for-year basis up to a maximum of one (1) year.

ADDITIONAL POSITION DETAILS

Thorough knowledge of the methods and principles of the administration of the continuum of care for treatment, prevention, recovery, and education

Thorough knowledge of the organization of state and local governments

Thorough knowledge of all phases of project design, implementation and maintenance

Thorough knowledge of the availability of grants for programs concerned with community mental hygiene

Good knowledge of the trends, developments and current literature in the field of mental hygiene services

Ability to interpret government fiscal reporting forms and procedures

Ability to effectively supervise and coordinate with subordinate departmental and contract agency personnel

Ability to establish and maintain effective working relationships with staff, department administrators, and representatives of outside agencies

Ability to express oneself clearly and concisely, both orally and in writing

Physical condition commensurate with the demands of the position. This Role Is A Provisional Appointment

A provisional appointment, which occurs only in the competitive class, is a temporary appointment to a position for which no eligible list exists or for which an eligible list exists with fewer than three candidates who are willing to accept the position. In order to become permanent, the employee who is provisionally appointed must take the next examination for the position in question. The appointment to the position is then made from among the three highest scoring passing candidates who indicate their willingness to accept the position. Civil Service law does not compel the appointing authority to choose the provisional employee should he or she be one of the three candidates
