Summary

Incumbent uses own initiative in subordinate's work planning and scheduling for; boiler plant, water treatment systems, Healing and Air Conditioning, and plumbing operation and maintenance. Planning consists of work assignments; maintenance assignments; and scheduled dates and procedures for State and Federal inspections of boiler and water treatment systems; number of employees required to perform maintenance tasks.

Duties

Work Direction: Organizes, coordinates and directs work tasks and personnel of the HVAC, Plumbing/Pipefitting and Boiler Plant Shop Sections. Work assignments and goals are defined as to deadlines, methods, safety requirements, and the expected standards for the completion of assignments.

Directs work in a manner that will promote efficiency, quantity and quality while motivating unit employees by informing and listening to why and what is the best possible means of accomplishing required tasks.

Selects, orders, and delivers equipment and material to work site in a manner that will not disrupt work in progress. Review and analysis of work is made prior to and as work progresses. Production costs and personnel utilization records may be required to spot problems in resources utilization.

You must have experience or general knowledge of Steam generation and distribution, Plumbing and Pipefitting, and General Equipment Systems.

Initiates and monitors both service and maintenance contracts are to assure that the performance of contractors meets requirements of the contract specifications and VA standards.

Acts as a technical advisor, subject matter expert, regarding the operation, effectiveness, maintainability, serviceability, and utilities, space, and environmental requirements of equipment, including their interrelationships with other equipment and the physical plant.

Expected to perform as a competent, skilled journeyman.

Actively and continually develops, maintains and applies up-to-date knowledge ability and skills through on-the--job training and experience.

Performs other related duties as assigned and may be required to become familiar with some of the basic functions, procedures, methods and skills of other related work functions and assist in these functions in the absence of personnel, to the extent of the employee's capabilities.

Relied on to independently handle many of the unprecedented technical problems without assistance.

Administration: Incumbent has the full range of responsibility over the HVAC, Plumbing/Pipefitting and Boiler Plant sections : schedule and approve leave, assign work, determine training needs, promote, reassign form one of the areas within the unit to another within the unit, handle complaints and grievances within scope of responsibility, and see that safety standards of medical center are observed.

Supervisor reviews all activities periodically to ensure that work and unit policies comply and complement those of the medical center and Engineering Service.

Plans and schedules the use of employees on a week to week or month to month basis establishing deadlines priorities and work sequences while adhering to engineering's deadlines.

Coordinates work with other shops to complete projects within preset time frame.

Physical Requirements: This position requires walking, standing, bending, sitting, crawling and climbing. Incumbent must have good vision, with or without glasses. May lift or carry tools, equipment, ladders, scaffolding, parts and supplies up to 50 pounds. May occasionally lift and carry items over 50 pounds.

Working Conditions: Incumbent may work from ladders, scaffolding, and/or hydraulic platforms. This position requires working in uncontrolled environments, in inclement weather conditions, and in confined or uncomfortable spaces. Many work sites are hot, dirty, dusty, greasy, poorly lit, cramped and with unpleasant odors. Occasionally is subject to possible dangerous working conditions including exposure to hazards normally encountered in the hospital trades and various types of infections. May be subject to electrical shock and/or electrical burns, cuts, bruises, and strains. Required to wear appropriate personal protective equipment as necessary to accomplish assigned tasks in a safe manner.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
