Summary
This position is in the Infrastructure Strategy and Finance Office, Enterprise Infrastructure, Bureau of Diplomatic Technology (DT/EI/ISF), in the U.S. Department of State (DOS). The incumbent serves as a senior level program manager and analyst and is an expert advisor to the ISF Office Director.

Duties
Advises the Infrastructure Strategy and Finance (ISF) Director of all resource issues affecting the management and administration of the Office.
Coordinates resource requirements among all program elements within Enterprise Infrastructure (El) and prepares and recommends resource proposals for presentation to senior management.
Provides expert technical, analytical, and evaluative guidance to El and El senior management for the planning, reviewing, evaluation, acquisition, implementation, coordination, integration, and maintenance.
Thoroughly evaluates all options and provides overall strategy, recommendations, and planning to the ISF Office and to other El Offices.
Directs the formulation and implementation of short, medium, and long-range financial planning and procedures.
Oversees preparation, tracking, and monitoring of Office performance measures to successfully accomplish the goals and objectives of El's Priority Projects and Strategic Plans.

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - This skill is generally demonstrated by assignments where the applicant provided leadership in the analysis of office processes to identify opportunities for improvement and efficiencies, initiated the review and improvement of work methods or organizational features, and ensured that all assigned projects and personnel were managed according to established project management principles.
Customer Service - This skill is generally demonstrated by providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; collaborating with stakeholders to identify needed support and outlining the parameters and characteristics of the equipment to be used.
Oral Communication - Ability to communicate complex technical requirements to non-technical personnel and prepare and present briefings to senior management officials on complex/controversial issues, e.g. identifying and reporting on duplicative and/or unneeded steps, and offering suggestions for improvements.
Problem Solving - - Ability to make decisions or recommendations that significantly influence important agency IT policies or programs and apply new developments to previously unsolvable problems; conceptualizes, manages and coordinates major enterprise-wide IT projects.
AND
Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience working with organizational structure, policies, practices, decision making processes, other offices and inter agency relationships to effectively interface with all interested
Experience with contracting processes, award procedures, and Federal procurement rules and regulations.
Experience in realigning IT strategic planning, architecture and portfolio investments.
Experience coordinating and emerging technology contract specifications for IT systems and services.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
There is no substitute of education for specialized experience for the GS-14 position.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Knowledge of program and project management principles and processes, resolving complex program management issues for the organization.
Knowledge and skill in applying analytical and evaluative methods and techniques needed to conduct detailed analyses of complex work processes in DT.
Knowledge of the Department's Agile Project Management methodology, and the IT Strategic Plan and relevant Office of Management and Budget (0MB) policies, regulations and requirements, needed to serve as a senior IT Program Manager.
Ability to plan, prepare, justify, administer, analyze, forecast, and monitor budget/financial information to ensure cost effective support of organizations and programs, including conducting budget/financial data analysis and assessing financial conditions by applying financial principles, policies, methods, techniques, and systems.
Skill in coordinating and performing critical analysis of major policy issues, and to provide authoritative analytical expertise to the organization.
Skill and ability are required to communicate project and program portfolios and status of programs to stakeholders in a clear and concise manner.
