This Senior Accountant reports to the Finance Director and oversees all payroll processing, reporting and compliance functions of the city. This position is responsible for coordination of work with a payroll clerk as well as administration of the City’s payroll systems. Other core functions include self-insurance review and analysis, WI Retirement System (WRS) program reporting, and financial payroll budgeting and analysis. Examples of Duties
Coordinate work with the payroll clerk and delegate tasks as necessary to ensure an efficient and effective payroll process
Administer timekeeping system and financial payroll system, including the setup of employees
Perform quality control review of bi-weekly pay runs and ensure payrolls are completed timely
Review self-insurance rates, projections and reserves
Compile an annual payroll budget
Review budget vs actual progress throughout the year, including monitoring of overtime
Administer employee payroll changes (i.e. pay rate changes, deduction changes)
Track HRA and HSA funding and expenditures
Review WRS reporting
Balance payroll tax and other payroll liability accounts and setup for payment
Annual work including W-2 processing, nondiscrimination testing, workers comp audit
Compile audit workpapers as assigned

Qualifications
Bachelor’s Degree in Accounting
CPA Preferred
Three years minimum experience of professional accounting experience with demonstrated ability to reconcile information and problem-solve.
Experience writing journal entries.
Local experience in government accounting/regulatory accounting, finance, budgeting, with payroll and WRS experience highly desired.
Advanced Excel skills
