Administers the City’s comprehensive risk and safety function including Employee Safety and Property and Liability Insurance Programs along with Worker’s Compensation. Formulates, develops, implements, and/or recommends revisions to Risk Management/Occupational Safety policies, procedures, rules & regulations.

SUPERVISION

Work is performed under the general direction of the HR Manager.

ESSENTIAL FUNCTIONS OF WORK

Administers the City’s Property and Liability Insurance Program including Property, facilities, boiler and machinery, inland marine, auto, and contractor’s equipment. Places and oversees all casualty lines of coverage, including general liability, electronic data processing (EDP), employment practices liability (EPL), public officials, errors and omissions, law enforcement liability, medic, volunteer, fiscal bonding, and excess liability.

Manages, develops, and maintains the Property and Casualty Self-Insurance Fund including budget development and the use of the fund to address property and casualty matters; manages insurance coverage renewal process with the Central Ohio Risk Management Association (CORMA).

In conjunction with the Information Technology Department, plans and coordinates the organizational cyber program, including employee awareness and training, table top exercises, and emergency preparedness, action planning, and response. Secures and handles enterprise wide cyber security and response coverage, including the WeConnect operation.

Administers the City’s Occupational Safety and Health Program and works closely with department directors as it relates to identifying and scheduling training programs; develops, implements, and conducts regular training programs under the state Public Employer Risk Reduction Program (PERRP) regulations; coordinates safety programming (such as CPR, first aid) for all city employees; identify areas of loss and development of safety programs to prevent injuries.

Participates on the Special Events committee in order to review potential risks associated with both City conducted and third party sponsored events throughout the community; conducts pre-event risk analysis, reviews contracts, permits and appropriate insurance and liability coverages.

Manages the City’s risk and safety related incidents and investigations.

Administers the city's worker's compensation program by acting as a liaison between the TPA/MCO and employees. Provides necessary information to TPA/MCO & BWC in order to properly process open claims. Collaborate with the worker's comp attorney on complex claims.

Provide continuous improvement in order to stay abreast of emerging safety trends, best practices, and technological advancements in the field of risk and safety management; continuously evaluate and improve the City’s risk management and safety programs to enhance effectiveness and achieve optimal outcomes.

MINIMUM REQUIREMENTS OF WORK

Bachelor’s Degree in Business Administration, Safety Management, Public Administration, Occupational Health or other relevant field and considerable professional/administrative risk management, occupational safety and health experience, or any equivalent combination of education and experience.

Knowledge of established, recognized risk management and safety principles, practices, procedures, methods, and strategies.

Considerable knowledge of traditional governmental property and liability exposures and the established, recognized techniques/methods for minimizing or eliminating such exposures.

Knowledge of traditional forms of insurance (ex. Property, boiler, general liability, cyber, public official’s liability, etc.)

Knowledge of Public Employer Risk Reduction Program (PERPP) provisions and corresponding Safety and Hygiene occupational safety regulations.
