About the position

This position is a part of the Enterprise Cloud Computing Program (ECCP), which is within WaTech’s Architecture & Innovation Division. The ECCP provides statewide governance, transformation and brokerage to accelerate the strategic adoption of cloud technologies across state government. The overall mission of this program is to enable the modernization and migration of the state's information technology infrastructure toward cloud services, which will allow the state to transform and improve the critical services that Washingtonians require.

As a Cloud Data Analyst, you will be relied on to use data, analysis and insights to influence agency partners across all executive branch agencies, and agencies headed by separately elected officials (excluding legislative and judiciary). In this role you will design, implement and manage the business intelligence platform for the state.

Duties

Some of what to expect with this role:

Collect business requirements from agencies and critical partners, consult with the account team within WaTech and agencies on cloud service measurements and reporting needs.

Define an integrated architecture for statewide cloud data.

Analyze and define data requirements and specifications based on business requirements and research.

Analyze and define data requirements and specifications based on business requirements and research.

Design, create and implement data extract, transform and load (ETL) jobs, according to data requirements and identified data sources.

Design, develop and implement databases and/or data warehouse in the Cloud, using technologies such as Azure SQL, Cosmos database, Azure Analysis Services, or similar cloud services.

Perform capacity planning, configure and manage cloud data services to deliver accurate and scalable data reporting.

Design self-service BI reports or dashboards for different business operations management-related roles.

Test self-service reporting dashboard to deliver accurate reports to users with optimal system performance.

Work with IT Enterprise Governance and agencies to analyze state’s overall application portfolio.

Evaluate and leverage related cloud management tools provided by cloud service providers or thirrd party, to conduct related analysis.

Develop and implement business intelligence reports for cloud assets analysis,

Qualifications

Here’s what we’re looking for:

Eleven (11) years of combined professional information technology experience in related areas, such as data analysis, data management, data architect, IT operations, and business intelligence, etc., with progressively higher levels of responsibilities and capabilities. This experience must include:

Three years of enterprise business intelligence experience working on data management and/or cloud data analytic solutions such as SQL Server and Cosmos databases, Azure Analysis Services, ETL and Power BI data visualization.

*A bachelor's of mathematics, statistics, business administration, computer science, or related field from an accredited college or university may substitute by up to four years of experience.

Preference may be granted to applicants with the following:

Three or more years’ experience managing complex analytic projects or enterprise IT project management.

Previous experience involving in enterprise-wide cloud migration projects, including collaborating with multiple business units, and managing cloud solutions providers.

Previous experience with user experience (UX) research or design, or design thinking.
