Job Summary and Essential Functions

This position typically provides support to the Chief Building Official and other County staff members as well as the general public by applying knowledge and interpretation of County ordinances and codes; and deals courteously and effectively with fellow employees and citizens.

ESSENTIAL JOB FUNCTIONS:

Assists in managing the day to day operations of the department which includes the daily supervision of staff and preparation of an annual budget.

Assist in managing the day to day operations of the department.

Assist in enforcing Berkeley County policies and procedures.

Assist in overseeing and explaining codes and regulations to builders, contractors, homeowners and other interested parties and confers with contractors, engineers and property owners regarding disapproved items in order to obtain plan changes necessary for approval.

Assist the Permitting office with complaints and questions.

Frequently interact with other County departments and DHEC to gain information needed during the permit issuing process as well as code violations.

Assist in overseeing the daily implementation of Berkeley County's flood loss reduction activities which includes enforcing the county's flood damage prevention ordinance.

Assist with training new employees on County and departmental policies and procedures.

Assist in preparing various reports for internal and external audits.

Compiles, calculates and maintains department payroll records.

Plans reviews for code compliance, elevation certificates, certificates of occupancy and employee evaluations.

Assists with submitting ordinances and ordinance revisions, citations issuances and all departmental training requirements.

Assists with investigations of ordinance violation complaints and institutes action to prosecute violators of building codes and zoning ordinances.

Assists to ensure that all fleet vehicles are serviced and maintained according to all manufacturer recommendations and the County maintenance schedule.

Assists with preparing informational handouts to help the public understand regulations.

Provides the general public and elected officials with information relative to adoption of building codes and flood plain management and all associated ordinances and permitting policies.

Keeps abreast of current developments on codes through continuing education, professional reading, participation in conferences and professional groups.

Ensures accurate records are maintained for all funds collected.

Maintains strict confidentiality in performing duties and protect operations by keeping financial information confidential.

Maintains and safely operates equipment used in the performance of duties related to the position.

Performs other duties as assigned.

Minimum Requirements to Perform Work

High School diploma or equivalent;

Five (5) years of commercial construction experience;

Previous supervisory experience preferred;

Must have and maintain a valid driver's license for South Carolina with safe driving record;Special Requirements:

International Code Council (ICC) Certified Building Official and Fire Inspector certification must be obtained within one (1) year of employment; Employee will be separated from employment if required certifications are not obtained within period of time stated and maintained throughout employment;

International Code Council (ICC) Certified Electrical, Mechanical and Plumbing Code Official certification strongly desired;

Contractor's License in any associated building trades preferred;

Departmental testing may be administered during interview;

A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file.Knowledge, Skills and Abilities:

Knowledge of all phases of construction, Flood Plain Management and all State regulations pertaining to the placement of manufactured homes.

Knowledge of the Berkeley County area and codes required.

Skill in excellent interpersonal and customer communication.

Skill in personal computer use including basic knowledge of Word and Excel.

Ability to use highly technical computer applications.

Ability to accept payments.

Ability to multi-task and work independently.

Ability to exercise discretion, tact and professionalism when representing the county.

Ability to deal with the public to include handling potential difficult customers and volatile situations.

Ability to quickly identify and analyze problems or potential issues while reaching positive and beneficial outcomes.

Ability to efficiently complete tasks by following established guidelines/procedures with minimal direct supervision.

Ability to establish and maintain effective working relationships with governmental/private/public officials and/or employees, as well as the general public.

Physical Demands

This position requires the employee to reach with hands and arms; stand; walk; and use hands to handle, feel, finger, grasp or operate objects, tools or controls; sit; climb or balance; stoop, kneel, crouch or crawl; use mental acuity and repetitive motion; and talk and hear. The employee must frequently lift and/or move up to sixty-five (65) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

Work Conditions

The work is regularly performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities and needs. Thirty-seven and one half (37.5) hours per week. The normal operating hours are Monday through Friday from 8:00 a.m. until 5:00 p.m. with the ability to work after hours when necessary. Scheduled hours/days, job location, duties and any other information contained herein is subject to change. May be required to work extra hours and to perform extra or different duties during emergency situations.
