Summary
Reporting to the Director of Human Resources, the Payroll Manager is responsible for the production and overall administration of the bi-weekly domestic payroll that includes exempt, non-exempt. This position is responsible for the management and supervision of the Payroll Administrators. The person in this position must be able to supervise, manage, motivate, and discipline when necessary. The manager is to ensure compliance with HOA company pay policies and government regulations as well as maintain the confidentiality and integrity of payroll information. Performs other related duties, as assigned, for the purpose of ensuring an efficient and effective work environment.

Responsibilities
Manage and train team of payroll administrators
Process payroll for assigned locations according to guidelines stipulated
Responsible for complying with and reporting on time and accurate processing of payroll that includes local, state and federal laws and obligations, regulations, wage attachments, garnishments, tax levy, and child support orders as required
Manage and oversee the accurate processing and calculation of hourly, salary payments, benefits, and deductions.
Ensure accurate payments but validating and reconciling data prior to transmission
Generate the payroll tax file and verify mandated returns and remittances for all employees and the employer payroll taxes
Responsible for ensuring accurate reporting of tax files
Reconcile and generate the GL accounting entries to accurately record the results of the payroll process with Accounting Manager
Ensure the timely and accurate submission of the following: payroll reports, tax reports, labor reports, garnishment knowledge, 401K report, W2s
Troubleshoot and analyze payroll system functions to ensure accuracy and compliance
Administer the reporting and payment processes required to reimburse or set up the receivables from the employee
Expert at calculating local, state and federal taxes
Manage the processing of PTO for each payroll cycle
Collaborating with HR and accounting teams
Spcial payroll related projects
Expert at troubleshooting and resolving payroll discrepancies
Implementing and maintaining reconciliations that prevent issues from occurring
Maintain accurate records of payroll documentation and transactions
Address issues and questions regarding payroll from employees and upper management
Perform audits and reconciliations of payroll information
Stay informed about current tax laws and business operations to ensure compliance with all applicable standards.
Oversee and ensure accuracy with managing changes to payroll processing (e.g. benefits, LOA, garnishments, deductions, taxes, adjustments and third party payments)

Qualifications
Bachelor's degree or 5-7 years of payroll processing experience or 5-7 years of payroll processing experience and CPP certification
Experience with in-house full cycle payroll required
Multi-State payroll experience required
High volume payroll processing experience a plus
5 years of supervisory experience required
Experience with UKG Pro Required
