SALARY INFORMATION

This position is scheduled to receive salary range increases on the following dates:

Effective June 27, 2025 – 3.75% increase

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

OC PUBLIC WORKS

OC Public Works (OCPW) provides services on a regional basis to unincorporated areas, to cities, and to other County agencies and departments. The primary mission of the department is to protect and enrich the community through the sustainable delivery of projects and services. OC Public Works’ guiding principles are safety, integrity, quality, teamwork, and adaptability.

OCPW is a unique County department comprised of ten service areas: Administrative Services; OC Construction; OC Development Services; OC Environmental Resources; OC Fleet Services; OC Facilities Design & Construction; OC Facilities Maintenance & Central Utilities; OC Infrastructure Programs; OC Operations & Maintenance; and OC Survey.

OC Operations & Maintenance

OC Operations & Maintenance (OC O&M) enhances and protects communities through the operation and maintenance of public infrastructure, while serving a critical role in responding to the aftermath of devastating earthquakes, fires, storm events and other general emergencies. OC O&M is responsible for the maintenance of 340 miles of unincorporated roadways, 380 miles of flood channels, 145 miles of underground drainage facilities, over 60 bridges, 8 pump stations, 6 water diversions, 31 basins and dams, over 300 miles of roads for contracted cities, and other miscellaneous infrastructure throughout the Unincorporated County and the Orange County Flood Control District (OCFCD).

OC O&M is composed of five (5) Units, which includes City Contracts, General Maintenance, Maintenance Programs, Maintenance Inspection, and Equipment Operations. The current need is within Equipment Operations. This position plays a crucial role in responding to the needs of the public in the aftermath of devastating fires storm events, and other general emergencies.

An employee within this classification may be designated as a "key responder" and as such shall be required to respond to non-normal working hour emergency operational conditions.

THE OPPORTUNITY

OC Public Works has an opportunity for a Senior Power Equipment Operator. This position will be responsible for operating all power heavy equipment vehicles, trucks, and equipment, both on road and off road, to repair and maintain roads and flood channels, retention basins, pump stations and beach facilities. This position will act as lead over crews of various sizes to accomplish assigned projects, will instruct trainee operators in the correct and safe operation of all power equipment, and may be required to fight fires.

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES

The ideal candidate will possess at least two (2) years of experience operating heavy equipment such as bulldozers, motor graders, lowboy transports, backhoes, excavators, and other equipment in a construction environment; or two (2) years of experience as a Power Equipment Operator II within the County of Orange. In addition, the ideal candidate should demonstrate the following key competencies:

Technical Expertise

Operate power equipment vehicles, trucks, and heavy equipment both on and off road

Direct traffic, place traffic control devices as needed, and direct haul trucks to dump sites

Haul materials such as rocks, base, and dirt in support of flood channels and road maintenance

Read, shoot and set grade stakes to complete projects

Ability to sit and operate controls for prolonged periods of time, up to 10 hours per day with scheduled rest periods and lunch breaks

Communication & Organizational Skills

Establish and maintain positive working relationships through effective communication with peers, supervisor, stakeholders, contractors, the general public, and federal/city/state/local officials and staff

Coordinate various project activities with federal, state, and local agencies to ensure successful implementation of projects

Effectively instruct and lead crews in completion of projects

Record project information such as hours, pass miles, materials used, personnel and equipment

Understand and follow written and oral instructions including survey and other types of reference markers

Speak, read, write and understand English at a level required of successful job performance

Compile clearly written, technical reports involving mathematical computations and prepare correspondence

Prepare concise and accurate notes, records, technical reports and correspondences

Industry / Safety Knowledge

Perform safe work practices while operating power equipment vehicles, trucks, and heavy construction equipment

Follow strict guidelines for traffic safety regulations

Perform preventative maintenance on equipment

Identify, report and correct equipment problems in an efficient and timely manner

Extensive in-depth understanding of safety regulations and extensive experience in conducting safety training programs; keeps technical knowledge, certifications, licenses, etc. current

MINIMUM QUALIFICATIONS

REQUIRED LICENSE

Possession of a valid Class A California Driver License with both tanker and combination vehicle endorsement with no restrictions for Air Brake system, Manual transmission, and Fifth Wheel connection is required before the date of appointment and must be maintained while employed in this classification. In addition, driving record must not have a citation for reckless driving or a citation related to driving under the influence of drugs or alcohol or other restrictions that negatively impact insurability.

In accordance with the Federal Omnibus Transportation Employee Testing Act of 1991, incumbents will be subject to random, reasonable suspicion and post-accident drug and alcohol testing.

RECRUITMENT PROCESS

Structured Oral Interview SOI (Weighted 100%)

Applicants will be interviewed and rated by a qualification appraisal panel of job knowledge experts. Each applicant's rating will be based on responses to a series of structured questions designed to elicit the applicant's qualifications for the job.

Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure. Completion of a background investigation to the satisfaction of the County may be required for some assignments.

Eligible List

Once the assessment has been completed, Human Resource Services will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
