UNIT CONTEXT

The World Bank Group (WBG) supports the Sustainable Energy for All initiative and is committed to working towards accomplishing the initiative's three goals by 2030: i) universal access to electricity and clean cooking fuels; ii) doubling the share of the world's energy supplied by renewable sources from 18 percent to 36 percent, and iii) doubling the rate of improvement in energy efficiency.

Infrastructure Practice Group

Globally, one billion people live more than 2 kilometers from all-weather roads, 685 million people lack electricity, and nearly 4 billion people lack Internet access. Access to basic infrastructure services is critical for creating economic opportunities for the poor. The Infrastructure (INF) Practice Group within the World Bank is charged with developing sustainable solutions to help close infrastructure gaps in developing and emerging economies. The INF Vice Presidential Unit (VPU) currently consists of four global practices (GPs): Energy & Extractives (EEX); Transport; Urban, Resilience and Land (URL), and Infrastructure Finance Practice (IFP). It oversees the Bank's work across energy and transport sectors, urban development, as well as efforts to promote energy transition, low-carbon transportation, livable cities, disaster risk resilience, land management, and quality infrastructure services through public-private partnerships. As part of the Infrastructure Practice Group, the Energy & Extractives (EEX) Global Practice (GP) focuses on providing affordable, reliable and sustainable energy to meet the needs of fast-growing economies, ensure universal access to modern energy services for people in client countries, strengthen policy and institutional frameworks to promote transparent and equitable growth of the extractives sectors for public benefit. There is a strong emphasis on private sector resource mobilization and catalyzing financing from commercial and other sources of development and climate finance.

The Africa energy sector grouping consists of four units across two regions of Eastern and Southern Africa (AFE) and Western and Central Africa (AFW), each managed by a Practice Manager. The units together total over 120 staff of which 58% (over 70) are based outside the US, and more than half of the operational and advisory activities are managed /led by field-based staff. The Bank is engaged in all aspects of the electricity sector – generation, transmission, distribution, rural electrification, and off-grid.

The Africa Energy Program in Western and Central Africa currently comprises about 41 projects with a value of over US$9 billion, covering reforms (sector and corporate governance, energy security and the environment, regional energy trade, public-private partnerships, energy efficiency, etc.) and investment support in power generation, power and gas transmission and distribution, regional connectivity, rural energy services, renewable energy development, low-carbon and climate friendly initiatives. The Program uses a variety of instruments, including investment lending, guarantees for public private partnerships, and development policy lending. In addition, the Bank manages a strong knowledge agenda to inform the policy dialogue in the sector.

In West Africa, where insufficient electricity supply is a major barrier to expanding access, regional power system integration and clean energy transition are key areas of focus to help countries achieve energy security. Also, reforms remain critical to improve the financial standing of power sectors and utilities and ultimately create the conditions for private investment. Finally, renewed focus will be given to electrification, based on attentive planning and a combination of grid-based and decentralized solutions as the WBG joins forces with other partners to increase energy access to at least 300 million people in Africa by 2030 (

The IAWE2 (covering mainly Francophone West Africa) unit is seeking a Program Analyst (Operations and Communications) to support the Unit’s strategic, advisory, and operational work on the energy program.

The Program Analyst (Operations and Communications) will report to the Practice Manager and is expected to closely coordinate with task team leaders and members, the Senior Operations Officer (SOO), and the Program Assistants (ACS) team.

Duties and Accountabilities:

Pipeline and Portfolio Management:

• Regularly tracking the unit’s lending pipeline, active portfolio and ASAs and providing inputs to portfolio and business plan reviews.

• Interact with GP management regarding monitoring deliverables.

• Provide updates on the portfolio performance and inputs to corporate reports and briefs when requested.

• Maintain informational database to assist the GP and task teams with regular country monitoring notes and updates; draft sections of briefing materials on the status of the country program and project issues for the WBG Annual and Spring Meetings, as well as for management visits and other purposes; and prepare materials for periodic monthly portfolio reviews and country team meetings.

• Provide advisory and just-in-time operational support to the task teams preparing and supervising operations throughout the project cycle, particularly at critical milestones (preparation, Board, MTR, restructuring, closure, and evaluation, etc.)

• Disseminate the updates on relevant operational policies and procedures to the unit.

• Provide mentoring support to ACS on Bank policies and operational issues and recommend training where appropriate.

• Coordinate with Resource Management staff to ensure the preparation of the task team WPA process and prepare project budget monitoring reports; monitor commitments and deliverables for the Unit. Respond to budget related queries from team members and follow-up on actions recommended through the budget monthly reviews.

• Work as core team member on specific operations in selected countries, by providing direct operations inputs throughout the project cycle (identification, preparation, appraisal, negotiation, implementation to completion), and by leading specific component(s) or tasks as needed.

• Contribute to reviews and provide inputs to Aide Memoires and Implementation Status Reports (ISRs) and other documentation as required.

• Monitor compliance with corporate requirements, including ESF, Climate Co-Benefits, Gender-tags, and other corporate results/indicators.

• Monitor the unit’s disbursements and produce monthly disbursement analyses in support of the MOU targets.

• Work closely with the SOO for the preparation of the region’s quarterly dashboard reports and monthly updates on portfolio key performance indicators and identify issues and raise concerns regarding the overall portfolio quality.

• Produce background materials for periodic Joint Portfolio Review meetings and follow up with CMUs.

• Produce Country Snapshot reports, and PG/GP portfolio briefs, talking points and presentation for the AFW Region’s senior management meetings.

• Assist with monitoring and implementation of regional IDA commitments.

• Monitor delivery of ASA program, outliers, and capacity indicators.

Quality Assurance:

• Contribute to review of operational documents for IPF, PforR and DPF focusing on the adherence to the Bank’s operations policies and procedures and best practice as well as other aspects of operations requirements in coordination with the SOO.

• Maintain/update package review checklists.

Other:

• Liaise as needed with ITS and OPCS to troubleshoot issues related to the Operations Portal or any of the operational systems.

• Handle ad-hoc duties on operational matters and corporate initiatives/requirements as needed.

• Support preparation and delivery of operational training activities as needed.

Communications and Knowledge Management:

• Content Development and Editing: Draft, rewrite, or edit routine communication and/or knowledge products with limited supervision and coordinates the development of drafts of more complex material for management review.

• Provide written and content editing support for language accuracy and completeness around key initiatives, campaigns, and events.

• Create communication and training products such as videos, one pagers, posters and banners, from storyboarding, development to final delivery

• Create engaging presentations, short promotional videos and communications for projects and programs.

• Support the dissemination of knowledge to stakeholders via yammer, newsletters, briefs, videos, presentations, etc.

• Contribute to social media campaigns and content strategies aimed at increasing outreach and engagement around Africa Energy priorities

• In coordination with the SOO and Task Team create and edit compelling narratives and content on assigned themes for different audiences, including briefs, speeches, news releases, feature stories, blogs, web overviews, and talking points.

• Help plan and organize public events and engagements, including for Spring and Annual Meetings.

• Assist with the preparation of power point presentations, briefing notes and other reports for GP management and other internal and external clients.

• Maintain a database of key co-financing and implementation partners for the unit portfolio, support the Front Office, M300 PIU and others in preparation of brief material on partnerships.

Selection Criteria

• Bachelor’s degree or Master’s degree with a minimum of 4 years’ experience, or equivalent combination of education and experience.

• Demonstrated knowledge and experience of tracking, processing, and responding to public requests for information.

• Knowledge and understanding of Bank instruments, business processes, procedures and systems related to project preparation & implementation and stakeholder communications.

• Strong client focus and problem-solving skills. Sound judgment and ability to evaluate client needs, suggest innovative approaches and follow up as required.

• Superior writing and verbal skills and presentation skills. Demonstrated experience writing blog entries and short and engaging pieces.

• Proven ability to effectively organize, package and share knowledge and information, working with variety of tools and audiences in a dynamic, entrepreneurial and creative manner.

• Ability to work independently and take initiative, seeking guidance, when necessary, from senior team members.

• Ability to prioritize, work well under pressure and capably handle/juggle multiple tasks within tight deadlines;

• Fluency in written and spoken French is a requirement.
