The Manager, Planning and Implementation will work in collaboration with the Director, Planning and Implementation to support the team in providing leadership, direction and oversight to the development, implementation and evaluation of strategies and plans for the East Region.
This position is accountable to support and lead the team in the development, implementation and evaluation of integrated community-based programs and key system planning initiatives, in alignment with Ontario Health priorities, and as part of a larger cross-functional team that supports the region. In some cases, programs may involve the acute care sector and/or specialized services.
Here is what you will be doing:
Support your Director in providing leadership in the planning, design and implementation of community-based programs in the East Region including but not limited to Mental Health, Addictions, and Substance Use Health.
Leads the development of regional structures to support implementation, monitoring and reporting on identified key performance measures
Liaise with partners both internally and externally to identify system level barriers and gaps, and facilitate engagement to identify opportunities for improvement including but not limited to resources, accountability, etc.
Leverage system knowledge and relationships to identify and support innovative and integrated partnerships and/or programs to ensure that the communities we serve have access to the right care and services when they need them.
Provides leadership in the promotion and strengthening of evidence-based approaches to decision making within the Region and the health system.
Works closely with the regional team to ensure the alignment and linkages across the Region.
Ensures health equity principles and priorities are addressed through planning processes.
Participates in the establishment of regional goals, objectives and strategies for the region and implements initiatives to ensure they are achieved.
Ensures that programs and initiatives align with provincial and regional strategies.
Acts as key representative on appropriate regional and provincial tables to inform coordination and planning, development and implementation of best practices, and recommends changes to existing programs including priorities for allocation of funds.
Provides leadership, guidance and management to staff in accordance with accepted best practices, standards government/ministry directives and regional policies and procedures.
Monitors, evaluates and reports on regional activities to ensure achievement of performance objectives set by the Chief Regional Officer.
Oversees, directs and provides direction on the day-to-day internal operations as it relates to assigned program areas.
Consults with other regional colleagues to understand information requirements and determine the best data sources and analysis to support planning, decision-making, performance improvement, and related initiatives.
Maintains an awareness of current issues in the health care system related to Annual Business Plan strategic priorities and key result areas with a particular emphasis on issues related to the implementation of change initiatives.
Here is what you will need to be successful:
Education and Experience
Degree or diploma in health administration, public administration or related field with relevant experience
A minimum of 7 years of progressive experience in healthcare, preferably in the mental health, addictions, and substance use health sector.
Solid background in managing staff towards achieving overarching corporate objectives.
Solid background in integrating large, complex initiatives in a changing environment, with expertise in overseeing day to day operational activities.
Strong business acumen with the ability to engage and solicit support from key system partners in the delivery of operational and program activities; clinical experience is an asset.
Demonstrated experience in building and maintaining relationships and partnerships within the healthcare sector and provincial government, with a focus on system integration and inspiring system-level change.
Exceptional leadership abilities, fostering creativity and innovation, with a strong sense of integrity, initiative, and passion.
Ability to work independently, take accountability for actions, and align with the vision and direction of executive leadership.
Ability to prepare materials for presentations, and make presentations, concerning technical and/or sensitive information to a diverse range of audiences.
Ability to work on multiple concurrent projects; advanced project management skills.
Ability to exercise sound judgement on issues of a sensitive and contentious nature and able to negotiate to develop consensus around complex policy strategies.
Highly developed communication skills, both verbally and written. The ability to provide and obtain information of a complex, technical or sensitive nature effectively, clearly, concisely and logically, and at an appropriate level and in an appropriate format is required.

In-depth development knowledge of local health issues, priorities and needs while recognizing the broader trends in health care policy and system development.
Knowledge and understanding of the community-based sector and programs (including but not limited to mental health, addictions, and substance use health) and system integration
Knowledge of the needs of Indigenous (urban and community) and Francophone communities.
Expert knowledge of planning models and approaches.
