Fortem Technologies is seeking a skilled and detail-oriented Proposal Writer (Technical Bids & U.S. Government Proposals) to join our team in Lindon, Utah. The Proposal Writer will play a critical role in developing and managing high-quality proposals in response to Requests for Information (RFIs), Requests for Quotes (RFQs), and Requests for Proposals (RFPs) from clients, potential customers, and U.S. Government agencies. This position requires a collaborative individual with exceptional writing skills, a deep understanding of technical concepts, and a proven ability to maximize the probability of win (Pwin) by crafting compelling, compliant, and customer-focused proposals that align with Fortem’s mission of delivering innovative airspace security and safety solutions.

Responsibilities:

Analyze Solicitations for Win Themes: Review RFIs, RFQs, and RFPs to identify proposal requirements, customer hot buttons, and evaluation criteria, ensuring a thorough understanding of how to position Fortem for maximum Pwin.

Develop Proposal Frameworks with a Winning Strategy: Create proposal templates, outlines, and compliance matrices that not only ensure all solicitation requirements are met but also incorporate win themes, discriminators, and value propositions that differentiate Fortem from competitors.

Collaborate with Teams to Build Winning Content: Work closely with subject matter experts (SMEs), engineers, technical teams, capture teams, and organizational leadership to gather detailed information, identify competitive advantages, and translate complex technical concepts into clear, persuasive narratives that resonate with evaluators.

Write and Edit Proposals for Impact: Draft, edit, and proofread proposals to ensure clarity, consistency, and adherence to client requirements, federal acquisition regulations (where applicable), and Fortem’s quality standards, while embedding persuasive messaging that addresses customer priorities and increases Pwin.

Incorporate Competitive Analysis: Leverage competitive intelligence and customer insights (provided by capture teams or through individual research) in order to highlight Fortem’s strengths, mitigate weaknesses, and address potential risks in a way that strengthens the proposal’s win potential.

Manage Proposal Process with a Focus on Quality: Oversee multiple proposals simultaneously, coordinating with cross-functional teams to meet strict deadlines while ensuring high-quality deliverables that are strategically positioned to win.

Maintain Proposal Repository for Reusability: Organize and maintain a repository of proposal content, past submissions, and related documentation, including win themes and lessons learned, to streamline future proposal efforts and improve Pwin over time.

Stay Informed to Enhance Positioning: Keep up to date with industry trends, Fortem’s products and services (e.g., AI-enabled C-UAS solutions), competitive landscape, and customer priorities to effectively articulate value propositions and differentiators that increase Pwin.

Support Post-Submission for Success: Assist with proposal clarifications, orals, and responses to client questions during the evaluation phase, ensuring responses reinforce win themes and address evaluator concerns to maintain a high Pwin.

Conduct Win/Loss Reviews: Conduct post-submission debriefs and win/loss analyses to identify areas for improvement, refine strategies, and enhance future Pwin.

Requirements

Bachelor’s degree in English, Communications, Technical Writing, or a related field.

3+ years of proven experience in proposal writing, preferably in the defense, technology, or aerospace industries.

Strong understanding of the proposal development lifecycle, including compliance with solicitation requirements.

Exceptional written and verbal communication skills, with the ability to distill complex technical information into clear, client-focused content.

Demonstrated ability to work collaboratively in a team environment and interact effectively with all levels of the organization, including technical and executive stakeholders.

Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and familiarity with proposal management tools (e.g., SharePoint, Adobe Acrobat).

Strong organizational skills, with a keen attention to detail and the ability to manage multiple priorities under tight deadlines.

Ability to work under pressure while maintaining a high level of accuracy and professionalism.

Desired Qualifications:

Experience with U.S. Government contracting, including knowledge of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other government procurement processes.

Familiarity with airspace security, counter-unmanned aerial systems (C-UAS), or defense technologies.

Certification from the Association of Proposal Management Professionals (APMP) or similar organizations (e.g., Shipley Associates training), with an emphasis on capture and proposal strategies that improve Pwin.

Experience using proposal automation tools or content management systems to streamline proposal development.

Knowledge of capture management processes and the ability to integrate capture strategies into proposal development to enhance Pwin.
