Position Summary

We are seeking a pharmacist for a long-term contract providing personal medical services to support the Department of Defense (DoD) at U.S. Naval Hospital Okinawa, its Associated Branch Health Clinics, and the U.S. Naval Dental Center Okinawa (3rd Dental Battalion) in Okinawa, Japan.

As a part of the Advancia Aeronautics Team, healthcare workers (HCW) will be supporting the Naval Logistics Command with medical services for active-duty military personnel, their dependents, eligible DoD civilian employees, and other eligible beneficiaries designated by the Government.

Essential Duties & Responsibilities

Deliver comprehensive pharmaceutical services within the personnel, supply, and equipment capabilities of the facility.

Review patient profiles at the time of dispensing in order to closely monitor medication therapy.

Ensure accuracy of all pharmaceutical products prepared or processed by technical staff.

Work closely with clinical staff in developing patient wellness programs such as smoking cessation programs and asthma classes.

Provide medication information to the clinical staff as required, including in-service training on new medications on the market; appropriate use of medications; comparison of current medication therapies; and other topics as deemed appropriate by the department head.

Provide clinical direction of corpsmen and pharmacy technicians and provide input into job performance evaluations.

As directed by Government Supervisor, maintain inventory control of all pharmaceuticals in the pharmacy, especially scheduled pharmaceuticals, and ensure pharmacy security. Maintain appropriate records and security of all scheduled controlled substances according to applicable regulations.

Consult with other specialty practitioners who have been referred for pharmaceutical services.

Execute drug utilization reviews (DURs) as deemed necessary.

Utilize pharmacy computer and robotic systems in accordance with MTF protocols.

Counsel patients regarding the appropriate use of medications.

Ensure prescription directions for use, dose, medication interactions, therapeutic duplications or overlaps, allergy information, age-specific dosage, and other pertinent data are appropriate for individual patients. Intervention with providers will be made for noted discrepancy of above listed items.

Compound medications as required to include preparing intravenous chemotherapy.

Document significant medication interactions, adverse drug reactions, and all medication errors.

Comply with command infection control guidelines and practice universal precautions.

Serve as a patient advocate, maintain patients' right to confidentiality, and to provide effective patient education.

The Contractor HCW shall monitor and perform distributive functions for outpatient pharmaceuticals services, including work units for Unit Dose, Sterile Product, Bulk Orders, and parental nutrition and chemotherapy. Outpatient work units are defined as follows:

Outpatient Prescription – a medication order from an authorized prescriber for self-administration by an ambulatory patient.

Prescription Refill – a refill of an outpatient prescription order authorized by the prescriber on the original prescription form.

Clinic Prescription Issue – a pre-packaged and pre-labeled medication intended for dispensing by clinic personnel for self-administration by an ambulatory patient. Protocols for dispensing are approved by the medical staff.

Clinic Supply Issue – a bulk drug properly packaged and labeled for administration or treatment of patients in the clinical setting.

Perform order entries for remote hospitals.

Joint Commission requirements - Comply with the standards of the Joint Commission, applicable provisions of law and the rules and regulations of any and all government authorities pertaining to:

Licensure and/or regulation of healthcare personnel in treatment facilities, and

The regulations and standards of professional practice of the treatment facility, and

The bylaws of the treatment facility’s professional staff.

Other duties as assigned

Education & Experience Requirements

Possess either:

A Baccalaureate Degree in Pharmacy from a College of Pharmacy accredited by the American Council for Pharmacy Education (ACPE);

OR

Possess a Doctorate degree in Pharmacy (PharmD) from a College of Pharmacy accredited by the American Council for Pharmacy Education (ACPE).

Possess and maintain a current, valid, unrestricted license to practice as a pharmacist in any one of the fifty states, the District of Columbia, the Commonwealth of Puerto Rico, Guam or the U.S. Virgin Islands.

Possess a minimum of 1-year full-time experience in direct patient care clinical activities in either inpatient or outpatient pharmacy settings.

Possess and maintain current Basic Life Support (BLS) Certification.

Provide two letters of recommendation written within the last two years attesting to clinical skills. A minimum of one of the letters must be from a supervisor. The other letter must be from either a clinic or hospital administrator, or a practicing physician. Reference letters shall attest to the quality and quantity of experience. The letters may also address patient rapport and the communication skills between practitioner and patient and among peers. Recommendation letters must include name, title, phone number, date of reference, address and signature of the individual providing reference.

Working Conditions/Working Environment/Physical Demands

Night Shift - The HCW shall be on duty in the assigned work areas for 80 hours every two weeks, except during periods of approved leave and holidays. In no instance will the HCW be required to provide services (on-site service plus approved leave and holidays) in excess of 80 hours each per 2-week period. The HCW shall normally provide services Sunday through Tuesday and Thursday through Saturday for a 12-hour period, between the hours of 1900 to 0700 and on Wednesday from 1930 to 0700 (to include an uncompensated .5 or 1 hour for lunch). Weeknight shifts, weekends and the days of observance of Federal holidays shall be rotated with other Government Pharmacists. For weekend service, the Government anticipates scheduling the HCW to work a minimum of 26 weekends (Saturday and/or Sunday). Any changes in the schedule shall be coordinated between the HCW and the Government

Must be proficient in basic computer skills and read, write and speak English to effectively communicate.

Must be a United States citizen, successfully pass an extensive government background investigation and receive government client approval Work is primarily performed indoors at a Military Treatment Facility; employee shall be physically capable of standing and/or sitting for extended periods of time, have the physical ability to perform assigned tasks, able to lift twenty (20) pounds.
