As a People Operations Generalist at GTA, you’ll be a champion of our culture and a key partner in delivering a seamless and positive employee experience. In this role, you’ll support employees across all departments and serve as a trusted first point of contact for People-related programs, policies, and questions. You’ll work closely with the People Operations team and cross-functional partners to maintain systems and processes that keep our operations running smoothly. Whether it’s onboarding new hires, supporting key HR initiatives, or helping team members navigate their journey at GTA, your work will make a meaningful impact every day.

Your Responsibilities

Help run our onboarding program, including orientation, system entry, paperwork validation, and background check administration; serve as the first point of contact for new hires.

Execute HR operational processes and services with a focus on employee experience, data integrity, and compliance.

Serve as the first point of contact for employee questions, employment verification requests, and general HR inquiries. Escalate complex issues to other members of the People team as needed.

Provide first-level employee relations support, including assisting with documentation, scheduling, and coordination related to corrective action processes.

Manage the workers’ compensation process, including claim coordination, follow-up with employees and providers, maintaining related documentation, and ensuring compliance with reporting requirements.

Assist the Recruiting Manager and Human Resources Manager with recruiting initiatives such as posting jobs, updating job descriptions, preparing recruiting materials, sourcing candidates, scheduling and conducting interviews, and maintaining candidate profiles.

Partner with team and Human Resources Manager to conduct pulse checks and analyze results to equip Leaders with insights for informed, timely decision-making.

Take initiative in identifying opportunities for improvement and regularly ask, “How can we do better?” to support continuous enhancement of People programs aligned with our business goals.

Stay current on HR laws and best practices in both the U.S. and Guam, including areas such as payroll, benefits, compliance, terminations, and leave of absence.

Model and champion our collaborative and community-centered culture.

Partner with the People Operations Generalist II to address and resolve employee questions and requests related to People Programs, such as Leave of Absence, Benefits, Learning & Development, the Apprenticeship Program, and Employee Courtesy perks.

Support onboarding and out-processing efforts in collaboration with the People Operations Generalist II.

Drive process improvement by leveraging our HR systems to automate workflows and eliminate manual tasks where possible.

Support the development and maintenance of reports, dashboards, and metrics to inform strategic decision-making.

Assist in internal and external audits, ensuring timely and accurate compliance reporting.

Coordinate with the Payroll team to submit updates such as compensation changes, benefits adjustments, and state benefit coordination ahead of payroll processing.

Assist with GTA’s Learning and Development and Apprenticeship Programs by sending reminders, following up with employees, creating presentations, and generating reports.

Act as a “fun-gineer” by collaborating with the team to plan and execute events that celebrate and recognize employees.

Perform other duties as assigned.

This role is challenging, it will push you to be better than you were yesterday, and it’s not a regular 8am to 5pm job.

This is what you need to have:

Minimum of 2 years of HR Generalist experience, including hands-on work with benefits administration, compliance, and employment laws (e.g., ACA, FMLA). Comparable experience will also be considered.

Bachelor’s degree preferred, but equivalent work experience is also acceptable.

HR certification (e.g., SHRM-CP, PHR) is a plus, but not .

Strong judgment and discretion with the ability to handle confidential information professionally.

Clear and effective communicator with an engaging style and a proven ability to build relationships and collaborate with employees and managers at all levels.

Applied knowledge of federal, state, and local employment laws and regulations.

Comfortable navigating ambiguity and thriving in a fast-paced, evolving environment.

Excellent analytical, problem-solving, and decision-making skills.

Highly adaptable and intellectually curious with a continuous improvement mindset.

Demonstrated ability to manage tasks and projects in an organized, timely manner.

Strong customer service orientation and influencing skills, with a track record of supporting internal customers effectively.

Experience facilitating HR-related trainings and partnering with managers on employee relations matters.

Proficiency with HRIS systems and reporting tools.

Solid skills in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).

Regular, punctual, and consistent attendance is .

Flexibility to work any shift, including weekends, or variable schedules as needed to support business goals.
