Job Description:
The State of Ohio – Bureau of Workers Compensation (BWC) is seeking a Cloud Architect to support the modernization and migration of legacy mainframe functionality to a cloud-based microservices architecture. The selected consultant will play a key role in designing and implementing hybrid cloud solutions, assessing and developing BWC’s cloud strategy, and ensuring successful integration with existing Microsoft Azure and AWS environments.
Specialty Areas:
Enterprise Architecture & Strategy – Strong experience designing and implementing enterprise architecture practices and artifacts.
Microservices Development – Hands-on expertise in .Net microservice design, testing, and implementation paradigms.
Cloud Modernization & Hybrid Cloud Strategy – Ability to assess, develop, and execute a cloud migration strategy for BWC, integrating Azure, AWS, and private cloud solutions.
Azure Cloud Expertise – Proficiency in designing and implementing solutions leveraging Event Grid, Service Bus, Function Apps, App Services, App Insights, and Azure Data Factory.
Database & Data Strategy – Experience with Microsoft SQL Server (Azure cloud), Oracle databases (OCI or Oracle for Azure), and Snowflake on AWS.
Security & Disaster Recovery – Strong knowledge of cloud security principles, compliance standards, and disaster recovery strategies.
CI/CD Pipeline & DevOps – Experience designing and implementing CI/CD pipelines using Azure technologies.
Technical Leadership & Mentorship – Ability to instruct and mentor BWC staff on cloud tools, technologies, and best practices.
Responsibilities:
Lead the design and implementation of BWC’s hybrid cloud strategy.
Develop .Net-based microservices architectures supporting SQL Server or Oracle databases.
Work with Azure cloud services including Event Grid, Service Bus, Function Apps, App Services, App Insights, and Azure Data Factory.
Ensure secure and compliant cloud implementations by applying best security practices in Azure and hybrid environments.
Develop and implement disaster recovery strategies for cloud solutions.
Collaborate with cross-functional teams to plan and execute cloud modernization initiatives.
Assist in the migration of legacy mainframe functionality to cloud-based microservices.
Provide guidance on CDC pipeline technologies and establish a CI/CD pipeline in Azure.
Maintain and present architectural artifacts and documentation.
Train and educate BWC staff on cloud strategies, tools, and technologies.

Mandatory Requirements:
Minimum 10 years of experience in enterprise architecture and cloud solution design.
Strong expertise in .Net-based microservices architecture and database design.
Experience implementing Azure-based solutions, including Event Grid, Service Bus, Function Apps, App Services, App Insights, and Azure Data Factory.
Ability to develop a cloud strategy integrating Azure, AWS, and private cloud environments.
Demonstrated knowledge of cloud security principles and disaster recovery strategies.
Hands-on experience implementing CI/CD pipelines in an Azure environment.
Experience working with hybrid/multi-cloud implementations.
Preferred Qualifications:
Experience working with Oracle databases, Oracle Autonomous Database, or Oracle Cloud (OCI, Oracle for Azure).
Strong background in Snowflake data analytics on AWS.
Previous experience working with government agencies on large-scale cloud migration projects.
