Wage Range: $56,851 to $78,509 annually; depending on number of years of transferrable experience and internal equity

Job Summary:

The Budget Analyst works in conjunction with the CFO, Controller, and other financial services personnel to manage financial resources, analyze budget proposals, and ensure fiscal responsibility.

Essential Functions/Major Duties and Responsibilities:

A. Budget Analyst Duties 95%

Conduct independent financial analysis and research on program, statistical, and financial matters.

Take a proactive approach to identify problems and opportunities. Recommend solutions that support the strategic direction of the programs and organization as a whole.

Identify data required and the internal/external means to gather data.

Verify completeness and accuracy of information.

Prepare quantitative and qualitative analysis.

Analyze, evaluate, and forecast expenditure and revenue data to identify trends and opportunities.

Work in concert with fiscal and analytics staff to assess, extract, synthesize, and verify clinical and/or financial information.

Interpret data and support recommendations based on findings.

Interpret and relay complex financial information to appropriate staff.

Collaborate with fiscal staff to assist in developing organizational budget. This includes using actual financial and operational results, historical data, and trend analysis.

Perform cost-benefit analysis to compare operating programs.

Assist in developing, implementing, and monitoring financial and operational performance measures.

Evaluate monthly financial performance against forecast.

Identify, suggest, or implement improvements to programs and services.

Education and Experience:

Minimum Qualifications

Bachelor’s degree in finance, accounting, or closely related field.

Three years of financial management experience.

Demonstrated business development and computer-based financial systems experience.

Advanced Excel skills and fluency in financial modeling; experience with Tableau, Power BI, or similar tools.

Any combination of experience and training which provide the equivalent scope of knowledge, skills, and abilities necessary to perform the work.

Preferred Qualifications:

CPA and/or MBA or advanced finance degree depending upon needs of the organization.

Experience with or knowledge of Medicare and Medicare compliance issues, Medicaid and Medicare compliance issues, grants management and compliance, regulations applicable to federally qualified health centers, and various governmental (e.g., Montana Code Annotated) and/or healthcare related regulations and reporting requirements.

Certificates, Licenses, Registrations:

Valid State of Montana Driver’s License in good standing

Physical Demands and Working Conditions:

Work is mainly performed on a computer up to 8 hours per day.

Work is structured by clinic fiscal regulations and established financial practices.

The work is performed under the supervision and direction of the Controller and considerable leeway is granted for the exercise of independent judgment and initiative.
