Job Summary:
Dine Development Corporation (DDC) is seeking a Subcontracts Administrator who will be reporting to the Manager of Procurement and will provide administrative support to lifecycle subcontracts administration. Assists with cross functional communication on contractual matters and documents approvals. Maintains electronic contracts files and prepares documentation for meetings. Provides support to the contracts department ERP system maintenance and updates. Provides support to the contracts and procurement team in implementing process improvement initiatives and contracts department support as needed.
Job Duties and Responsibilities:
Reviews agreements to identify deviation from standard accepted terms and advises management of any deviations.
Coordinates closely with the Contract Administrator assigned to program to ensure subcontracting activities and prime contract flow downs are carried out in a manner consistent with prime contract requirements and operational objectives
Sources, solicits and evaluates supplier proposal responses.
Documents restrictions and key compliance requirements.
Acts as primary interface between subcontractors and the program for all subcontracts related issues.
Files contracting records and correspondence in accordance with regulations and company policy and procedures.
Analyzes risks and identifies risk mitigations.
Performs subcontract close-out activities.
Provides support to audit activities, for example, FFATA reporting requirements.
Supports contracts and procurement department initiatives.
Supports updates to policy and procedure documentation and execution.
Other duties as assigned.
Job Requirements (Education/Skills/Experience):
Bachelor’s degree in business, finance, or related field, and 2 years of experience as a subcontracts administrator, buyer or similar role. Additional years of relevant experience will be accepted in lieu of degree
Must be a US Citizen able to pass a standard background check.
Knowledge of the FAR, DFARS, and GSA Schedule
Prefer experience in subcontracting services and purchasing commercial and non-commercial equipment and services and related functions with particular emphasis on negotiation and subcontracts administration.
Successful track record of managing a variety of different contract types (FFP, T&M, Cost Plus, and Hybrid), interfacing with internal customers, other functional support staff, and suppliers.
Ability to prepare professional correspondence
Possess highly developed attention to detail.
Must be able to work independently, establish priorities, and meet deadlines with minimal supervision.
Excellent verbal and written communication skills
Prefer experience of CPSR compliance requirements.
Self-confidence and self-starter
Resourceful, quick learner
Office automation tools (MS Office etc.)
Ability to learn ERP system (Jamis)
Technical Skills Required:
Experience working in with the federal government
Ability to read and analyze common contract documents
Ability to respond to common inquiries from internal customers such as program management, contracts, project controls, finance, and business development.
Ability to effectively present information to program staff
Competencies Required:
Ability to handle large volume of administrative tasks across parent company and 10 subsidiaries
Ability to prioritize a large volume of tasks to ensure deadlines are met

The Subcontracts Administrator will provide lifecycle subcontracts administration support to the contracts department as assigned for DDC parent company and ten subsidiary companies.
