Job Description
Job Purpose
The Project Manager's primary responsibility is overall management and execution of assigned contracts including Bid-Build/Design-Build Contracts with Public or Private Owners through all phases of construction including bidding, planning/project startup, construction, and post construction/project closeout.
Duties and Responsibilities
Attend Project Hand-off meeting with Estimating Department
Setup and attend Pre-Construction meeting with Owner.
Chair Pre-Construction meeting with Unions
Prepare/Review/Approve initial Subcontracts and Purchase Orders
Review/Approve Lease Agreements for field office(s). Set up business license if necessary.
Ensure distribution of Project Plans, Specifications, Standards Plans, Job Special Provisions, Phase Listing, Direct Cost Reports, Plan Revisions, etc. and maintain throughout construction.
Develop and maintain a high-performance team through training, coaching and mentoring. Provide regular feedback with team members and assist with performance evaluations.
Ensure pre-construction photos, videos, and documentation work is completed prior to beginning work.
Chair/Participate in pre-activity meetings for larger items of work.
Manage project costs and profitability.
Review manpower and equipment utilization (weekly)
Prepare and distribute project financial projections (monthly)
Chair cost review meetings with project supervisors (bi-weekly)
Prepare/Review/Approve Proposed Change Orders
Distribute Change Orders to Contract Manager
Submit invoice to the Owner if required and distribute to Accounting Department (monthly/bi-monthly)
Review/Approve timecards for accuracy
Provide Weekly Report to Executives
Prepare/Submit RFI's (as necessary)
Enter/Approve Subcontract Payments (monthly/bi-monthly) and Supplier Invoices.
Develop/Review/Submit Value Engineering ideas and proposals.
Coordinate with Operations Managers including Survey, Quality Control, Structures, Concrete, Transportation, etc. (as necessary)
Attend/participate in Project Manager Meetings (bi-weekly)
Co-chair Progress/Partnering Meetings with Owner (weekly)
Assist with set up of initial CPM Schedule including activities, durations, logic. Provide update data for CPM Schedule updates and review Logic/Relationships with Scheduler (monthly)
Participate in 3-week look ahead schedule review (weekly)
Prepare/Submit DBE Reports (quarterly)
Prepare/Submit Employment Utilization Reports (monthly)
Review/Submit disciplinary reports to HR
Terminate any/all Lease Agreements, Bonds, Permits, Utilities at Field Office(s)
Chair final project cost review/post project review meetings with project team, estimators, and executives
Complete final project completion tasks (i.e. as-built plans, certs, final quantities/change orders, etc.)
Qualifications
Bachelor's degree in Civil Engineering, Construction Management, or related field preferred
6+ years of construction experience
Field Engineer and/or Superintendent experience is required
OSHA 30 Hour
CPR & First Aid
Proven ability to fulfill requirements for complex projects including, but not limited to, bid/award, planning, design (if necessary), construction and post-construction phases
Detail oriented with ability to organize, prioritize, and manage multiple project tasks simultaneously
Strong computer skills, including proficiency in Microsoft Office (Word/Excel/Outlook), HCCS (HeavyJob/HeavyBid), CPM scheduling software (Project/Primavera), and accounting software
Strong work ethic and teamwork mentality
High degree of professionalism and business ethics and positive attitude
Strong decision-making and interpersonal communication skills
Proficiency in reading and interpreting Plans, Specifications, Contracts
Proficiency in project budgets, financial reporting, and interpretation
Competency in Union Labor contracts and Employee relations
Basic understanding of construction law and generally accepted business practices
Relevant experience with public/private sector clients
Other Functions
Estimating/Bidding/Pursuit of new projects
Quality assurance tracking, receiving and reporting
Safety support and planning work
Attend and participate in Tool Box Talk (monthly)
Participate in safety inspections/walkthroughs
Assist/Review JHA's (as necessary)
Must have and maintain a valid driver's license to drive for the company
Perform other duties as assigned
Working Conditions
Work from main office and field office(s) with visits to construction sites required. Occasional exposure to a variety of hazards typical to construction sites including but not limited to noise level, large equipment, chemicals, traffic, and harsh weather conditions. Must be "on call" as necessary to deal with bad weather, potential delays, emergencies, and night/weekend construction. May require temporary relocation depending on project proximity to headquarters.
