Position Overview:
The Civil General Foreman is responsible for overseeing and coordinating daily civil construction activities on energy infrastructure projects. This role ensures that site preparation,
excavation, foundation work, pile driving, concrete pouring, structural assembly, and road construction are executed safely, efficiently, and in compliance with project specifications.
The Civil General Foreman supervises field crews, ensures quality control, and supports the Civil Superintendent in delivering successful energy construction projects such as solar farms, wind farms, power plants, substations, transmission and distribution infrastructure, and oil and gas facilities.
Key Responsibilities
1. Site Supervision and Daily Operations
Oversee daily civil construction tasks, ensuring work progresses according to the project schedule.
Direct and manage site preparation, grading, excavation, trenching, pile driving, and concrete foundation work.
Supervise formwork, rebar installation, concrete pouring, and curing processes.
Ensure proper alignment, leveling, and compaction of soil, roads, and embankments.
Monitor pile installation, racking structures, and structural steel assembly for solar and wind projects.
2. Safety and Compliance
Enforce OSHA, ACI (American Concrete Institute), AISC (American Institute of Steel Construction), and DOT safety regulations.
Conduct daily safety briefings, toolbox talks, and job hazard analyses (JHAs).
Ensure proper use of heavy equipment, personal protective equipment (PPE), and safe lifting practices.
Oversee compliance with fall protection, trench safety, excavation safety, and confined space regulations.
3. Crew and Workforce Management
Supervise laborers, heavy equipment operators, concrete workers, carpenters, steelworkers, and subcontractors.
Assign tasks to field crews based on priorities set by the Civil Superintendent and Project Manager.
Provide on-the-job training, mentoring, and coaching to ensure workforce skill development.
Track daily labor productivity and ensure crew members meet performance expectations.
4. Equipment and Material Coordination
Oversee the operation and maintenance of excavators, graders, bulldozers, cranes, pile drivers, and concrete mixers.
Ensure timely delivery and proper storage of concrete, rebar, formwork, aggregates, and structural steel.
Work closely with logistics teams to manage material handling and inventory control.
5. Quality Control and Inspections
Conduct site inspections to verify compliance with engineering drawings, construction plans, and industry standards.
Ensure soil compaction, concrete strength, and rebar placement meet project specifications.
Identify and address construction defects, deviations, and rework issues.
Assist QA/QC teams with material testing, soil sampling, and load-bearing assessments.
6. Scheduling and Coordination
Work closely with the Civil Superintendent and Project Manager to ensure construction milestones are met.
Monitor work progress and adjust crew assignments, workflows, and schedules as needed.
Report any delays, equipment failures, or material shortages to leadership for resolution.
7. Communication and Reporting
Provide daily progress updates to the Civil Superintendent and Project Manager.
Document workforce hours, completed tasks, and site conditions for reporting and payroll.
Communicate safety concerns, field changes, and material needs to supervisors and engineers.
Attend project coordination meetings to discuss site conditions and next steps.
Required Skills and Qualifications
Experience: 8+ years in civil construction, with experience in energy projects (solar, wind, power generation, transmission & distribution, oil and gas).
Education: High school diploma or equivalent (trade certifications or technical training preferred).
Certifications:
OSHA 30 (mandatory).
First Aid/CPR Certification.
Rigging and Heavy Equipment Safety Certifications.
Skills:
Strong knowledge of earthwork, excavation, pile driving, concrete work, and structural steel installation.
Ability to read and interpret blueprints, survey layouts, and geotechnical reports.
Experience with heavy equipment operation and material handling.
Strong leadership, teamwork, and problem-solving skills.
