Position Overview:
The Civil Foreman is responsible for supervising and coordinating daily civil construction activities on energy infrastructure projects. This role ensures that all site preparation,
earthwork, excavation, concrete work, pile driving, road construction, and structural installations are completed safely, efficiently, and in compliance with project specifications
and industry standards. The Civil Foreman leads a team of workers, enforces safety protocols, ensures quality control, and supports the Civil General Foreman and Civil Superintendent in delivering projects in solar farms, wind farms, power plants, substations, transmission and distribution, and oil and gas facilities.
Key Responsibilities
1. Civil Construction Supervision
Oversee and direct daily construction activities such as grading, excavation, trenching, soil compaction, and drainage system installation.
Supervise the installation of foundations, concrete pads, retaining walls, and underground utilities.
Manage pile driving operations for deep foundations in solar farms, substations, wind farms, and industrial facilities.
Ensure proper alignment, leveling, and compaction of soil, roads, and embankments.
Monitor the erection of structural steel, racking systems, and precast components for energy projects.
Work closely with surveyors and engineers to ensure site layout accuracy.
2. Safety and Compliance
Enforce OSHA, ASTM, ACI (American Concrete Institute), AISC (American Institute of Steel Construction), and DOT safety regulations.
Conduct daily safety briefings, toolbox talks, and job hazard analyses (JHAs).
Ensure compliance with trenching and excavation safety, fall protection, and confined space entry.
Oversee the safe operation of heavy equipment such as bulldozers, graders, loaders, and pile driving rigs.
Investigate and report civil-related safety incidents and near misses.
3. Crew and Workforce Management
Supervise and lead a team of heavy equipment operators, concrete workers, carpenters, steelworkers, and laborers.
Assign daily tasks based on project priorities and civil system requirements.
Train and mentor workers and apprentices in proper construction techniques and safety procedures.
Monitor workforce productivity and ensure adherence to project timelines.
4. Equipment and Material Coordination
Oversee the operation and maintenance of excavators, graders, bulldozers, cranes, pile drivers, and concrete mixers.
Ensure proper handling, storage, and installation of concrete, rebar, aggregates, structural steel, and formwork.
Track and manage inventory of civil materials, tools, and consumables.
Work with procurement and logistics teams to ensure timely delivery of construction materials.
5. Quality Control & Inspections
Conduct on-site inspections to verify compliance with engineering drawings and construction specifications.
Work with QA/QC teams to oversee soil compaction testing, concrete strength testing, and foundation load testing.
Ensure all concrete, rebar, and steel structures meet industry standards for durability and structural integrity.
Address and resolve punch list items and field installation issues before project handover.
6. Scheduling and Coordination
Work closely with the Civil General Foreman and Superintendent to maintain project schedules.
Monitor work progress and adjust crew assignments, workflows, and schedules as needed.
Identify and report installation challenges, material shortages, or equipment issues to leadership for resolution.
7. Communication and Reporting
Provide daily work progress reports to the Civil General Foreman and Project Manager.
Document workforce hours, completed tasks, equipment usage, and material consumption for payroll and reporting.
Communicate safety concerns, design changes, and site challenges with supervisors and engineers.
Participate in project coordination meetings to discuss upcoming work and resource needs.
Required Skills and Qualifications
Experience: 5+ years in civil construction, with experience in energy sector projects (power plants, renewables, transmission & distribution, oil & gas).
Education: High school diploma or equivalent (trade certifications or technical training preferred).
Certifications:
OSHA 30 (mandatory).
NICET Certification in Civil Construction or Highway Construction (beneficial).
First Aid/CPR Certification.
Rigging & Heavy Equipment Safety Certifications.
Skills:
Strong knowledge of earthwork, foundations, pile driving, concrete work, road construction, and structural steel assembly.
Ability to read and interpret blueprints, survey layouts, and geotechnical reports.
Experience with heavy equipment operation, material handling, and construction surveying.
Strong leadership, teamwork, and problem-solving skills.
