Our Client, a growing construction company specializing in midstream compressor stations, metering stations, gas processing facilities, and cryogenic gas plants in Houston, is seeking a Supply Chain Manager. As a rapidly growing, dynamic and ambitious company, they are looking for a leader who will lead their internal procurement team and directly manage subcontractor execution on active construction sites.

Responsibilities:

Lead and manage procurement resources across multiple projects.

Own the full procurement lifecycle: RFQ creation, bid analysis, PO issuance, and delivery coordination.

Ensure all POs align with budgets and project forecasts.

Identify and drive cost-saving opportunities through competitive sourcing and vendor leverage.

Build streamlined material packages to improve quote consistency and vendor performance.

Support estimating and pre-contract planning with accurate market pricing and lead time data.

Manage execution of third-party construction services (scaffolding, hydrovac, NDE, etc.).

Negotiate commercial terms and scopes, monitor performance, and serve as the point of accountability for these partners.

Coordinate subcontractor support with field teams and planning leads based on two- and three-week lookaheads.

Oversee the flow of construction bulks from purchase through field issuance.

Implement OS&D resolution processes and support QA/QC for incoming materials.

Integrate receipt tracking with earned value systems and material issuance at a work package level.

Maintain real-time reporting on % purchased, % received, and % installed per commodity.

Align material readiness with field priorities to keep crews productive and jobs moving.

Maintain and grow a reliable vendor base, tracking historical performance, pricing, and lead times.

Ensure proper onboarding and compliance in coordination with Legal and HSE.

Work closely with project controls and planning to manage procurement schedules and PO load lists.

Drive reporting and visibility through PCMS or internal dashboards.

Proactively raise procurement risks or constraints during design, procurement, or execution phases.

Qualifications:

Bachelor’s degree preferred.

10+ years of experience in heavy industrial oil construction supply chain.

Strong understanding of the demands of self-perform EPC or general contracting.

Proven track record managing construction bulks, indirects, and third-party field service vendors.

Ability to bridge the field and office — from price negotiations to jobsite execution.

Process-oriented, data-driven, and highly responsive to shifting priorities.

Confident building and improving systems from the ground up.
