The Buyer procures or subcontracts specialized goods and services ranging from commercial or commercial-off-the-shelf (COTS) hardware to material built to print / drawing / specification, to complex assemblies defined by programs, product lines or indirect support of the company.

Some of the essential functions shared by all Buyers include:nnPrimary Responsibilities:nnManage from lifecycle of Purchase Orders assigned to include:nCreate and manage Purchase OrdersnManage procurement system data based on input from requestor/program Supplier Development or Project managersnReceive inventory and ensure payment to suppliers in efficient and timely mannernnnSource and procure goods and services from multiple suppliersnInitiate Request for Quotations and lead collaborative negotiationsnCoordinate with Quality to evaluate and monitor suppliersnWork with internal stakeholders to review specifications and evaluate both good and servicesnIdentify opportunities to reduce cost and improve efficiencynEmploy sound business practices while assessing supplier performancenEnsure appropriate documentation is provided for proper receipt of goodsnAdhere to all FAR regulations for government procurements.nCommunicate/interact with Engineering, Configuration Management, Industrial Operations and Supply Chain as necessarynnAdditional Responsibilities: nOther duties as assignednnQualified Experience / Skills / Training: nEducation:nnA Bachelor's Degree combined with at least 6 years of supply chain management experience, preferably with this experience predominantly in a buyer role operating under FAR/DFARS compliance requirementsnAlternately, a Master's Degree combined with at least 4 year of supply chain management experience, preferably with this experience predominantly in a buyer role operating under FAR/DFARS compliance requirementsnnExperience:nnExperience in a buyer role operating under FAR/DFARS compliance requirementsnDemonstrated experience and proficiency with placing FAR/DFARS compliant orders over the Simplified Acquisition ThresholdnExperience with complex negotiationsnDemonstrated experience negotiating corporate terms and conditionsnExperience training and mentoring others and a desire to do sonAbility to effectively manage multiple projects and keep stakeholders well informed on progressnnnRequired Knowledge, Skills, Demonstrated Capabilities:nnProficiency in Deltek Costpoint and SAP is requirednExperience evaluating proposals and placing FAR/DFARS orders compliant to Truthful Cost and Pricing Data and Cost Accounting Standards (CAS)nExperience with flexibly priced subcontracts.

The ability to understand and evaluate the trade-offs between Firm Fixed Price (FFP), Time & Materials (T&M), Cost Plus Fixed Fee (CPFF), etc.

and to compliantly execute each subcontract typenExperience with undefinitized contracting vehicles, such as Letter Subcontracts or Authorizations-to-ProceednStrong inter-personal communication skillsnAttention to detail and top-notch organizational skillsnDemonstrated strong business acumennStrong presentation skills; experience conducting oral presentations senior leadershipnDemonstrated experience with contract change management, especially in a developmental subcontracting environmentnIn-depth knowledge and experience with project management principles and processesnStrong problem-solving skillsnnnDesired Skills and Proficiency:nnRisk mitigation experience and experience successfully implementing root cause corrective action (RCCA)nKnowledge of Earned Value Management System (EVMS)nProficient to Expert-Level Excel User (pivot tables, VLOOKUP)nExperience obtaining and evaluating Small Business Subcontracting PlansnnnTravel Required: nnUp to 5% travel possiblennEligibility:nnUS Citizenship or Permanent ResidentnnClearance:nnMust be eligible to obtain a US security clearance in the future.nnDecision Making, Complexity:nnMust be able to prioritize multiple projects, deadlines, and be adaptable to changing priorities.nnNature of Contacts:nnInvolved communication daily with internal and external partiesnnPhysical Requirements:nnPhysical requirements in the performance of the primary responsibilities of this position.
