The Director of Procurement ("DOP") is responsible for the direction of procurement department and overall administration of all purchasing, procurement and contract management functions and related activities for the Virgin Islands Housing Finance Authority ("VIHFA" or "Authority"). This is a Territorial Position.
ESSENTIAL DUTIES AND RESPONSIBILITIES: o Direct the Procurement Department Attract, hire and retain a ream of high-performing procurement professionals who possess outstanding knowledge, experience, ethics and integrity.
o Direct the administration of purchase orders, services agreements and contracts to ensure efficient and effective functioning within the framework of the Authority's needs.
o Implement training on procurement policies and procedures for all VIHFA personnel and its subrecipients.
o Serve as key point personnel on all regulatory review and department monitoring and audits verifying compliance of regulations, mandates, policies and procedures.
o Recommended purchasing schedules to requesting departments to encourage cost control to bulk items.
o Oversee monitoring of contract administration to confirm deliverables and payment request for services rendered.
o Lead, motivate, plan, prioritize, assign, realign and review the work of staff responsible for the full range of acquisition-related activity for the Authority.
o Oversee the Authority's procurement activities to ensure uniformity of material and equipment and volume discounts.
o Provide direct oversight to the Authority's perpetual inventory control and records system.
o Maintain a procurement credit card program with appropriate controls, accounting and auditing procedures.
o Prepare reports and conduct analysis to set forth results to suggest departmental improvements.
o Review, revise, update and monitor compliance of procurement procedures and practices consistent and in accordance with changes in regulations and policies.
o Manage procurement actions for all VIHFA programs and assessments of procedures, policies and compliance with local guidelines and other Federal regulations o Monitor performance throughout the life of contractual and service agreements as necessary during the life of the contracts.
o Develop, facilitate, manage and document systemic and other procurement and acquisition services that include, but are not limited to, interactions with contractors and others involved in the purchasing & contracting of services that adhere to policy guidelines with an emphasis on consummate "customer service". o Perform such other related duties as may be required and/or assigned.
QUALIFICATIONS: Education: Bachelor's degree in business, Public Administration, Finance or a related field with major coursework in Purchasing.
Experience: Minimum of 10 years of progressively strong managerial experience working in purchasing and warehousing.
Equivalent combination of education and experience may be Knowledge, Skills and Abilities: Knowledge of local and federal laws, regulations and procedures governing procurement and contract administration is a plus.
Knowledge of Code of Federal Regulations ("C.F.R.") regulations, handbooks and interpretation is a Computer literate and proficient in Microsoft Suite programs.

Excellent interpersonal skills with demonstrated ability to develop and maintain effective working relationships.
Possess strong and effective negotiation and communication skills.
Ability to exercise sound, independent judgment in carrying out functions.
Able to work independently under minimum direction and as a team member.
Excellent organizational skills for effective office control to (1) meet schedules and timelines in a deadline-focused and pressure-driven environment with constantly changing priorities is mandatory and (2) to plan, prioritize, evaluate and solve systemic and other problems and challenges quickly and accurately.
Attention to detail and target driven approach is essential.
Ability to develop, design and implement systemic protocols, practices and procedures relative to acquisition services program activities.
Excellent research and analytical skills and experience in preparing solicitations, proposals, and similar documents of various complexities.
Knowledge of management information and records systems related to acquisition services related activities is a plus.
Excellent judgment, tact, diplomacy and other business skills in dealing with internal and external customers.
Presentation skills required to effectively present information and respond to questions.
Must possess a valid Virgin Islands Driver's License.
