The Recovery (CDBG-DR, CDBG-MIT, E-Grid) and Resilience Environmental Manager will oversee the environmental unit in coordinating, implementing, and developing NEPA and other environmental reviews and studies for the Recovery and Resilience Programs.
This role entails leading an interdisciplinary team in conducting environmental reviews and supporting the preparation of NEPA and environmental documentation.
The position reports to the Director of Policy and Regulatory Services and is a Territorial role that supports CDBG-DR, CDBG-MIT, and E-Grid grants.
ESSENTIAL FUNCTIONS: Lead and participate in the preparation of CATEX, EIS, EA, and similar environmental reviews and accompanying documentation Provide oversight, direction, and ongoing open communication to VIHFA Directors as well as Recovery and Resilience (CDBG-DR, CDBG-MIT, and E-Grid) staff.
Provide and coordinate environmental trainings to Environmental/NEPA Specialists, VIHFA staff, Subrecipients, and Contractors.
Lead the overall direction of Environmental Unit with preparation of environmental reviews.
Supervises subordinate environmental staff.
Recommends mitigative measures where non-compliant environmental conditions are identified for Program activities.
Oversees the coordination of environmental reviews, remediations, and other external factors with VIHFA and external stakeholders Correspond with regulatory agencies on behalf of and with the Territory to ensure every project is in compliance with applicable laws and Develop and prepare reports for internal and external use.
Attends and participates in a variety of meetings internally and externally.

EDUCATION, EXPERIENCE, AND SKILLS REQUIRED: Bachelor’s Degree from an accredited college or university in environmental sciences, transportation planning, environmental planning, economics, public policy, or related field.
Master’s Degree from an accredited college or university in environmental sciences, transportation planning, environmental planning, or related field preferred.
Level of experience in related field: Minimum of three (3) years of relevant professional experience working on similar projects.
Experience overseeing the full spectrum of resources typically addressed in environmental documents including and managing an interdisciplinary approach preferred but not required.
Equivalent combination of education and experience may be substituted.
Certifications and Licenses: Environmental certifications or licenses a plus.
